- Jalankan lawatan tapak, keadaan tanah dan liputan rangkaian.
- Penilaian Tapak
- Nilai lokasi berdasarkan faktor seperti kekuatan isyarat, kesesuaian tanah dan kos.
- Pastikan tapak mematuhi undang-undang zon dan peraturan majlis tempatan.
- Runding perjanjian kadar sewa dan syarat kontrak.
- Dapatkan kelulusan daripada pihak berkuasa yang berkaitan seperti:

- Jabatan Tanah dan Ukur (JTU) - Urusan tanah dan pengesahan pemilikan.
- Majlis Tempatan (Pihak Berkuasa Tempatan - PBT) - Pengezonan dan kelulusan permit.
- Jabatan Perancang Bandar & Wilayah Negeri Sabah - Peraturan perancangan bandar.
- Badan kawal selia (MCMC, CAAM, SESB, BOMBA) - Pematuhan terhadap peraturan telekomunikasi, penerbangan dan keselamatan.
- dan serahkan dokumen yang diperlukan, seperti:

- Surat permohonan - Menyatakan minat dalam memajak atau membeli tanah.
- Perjanjian Penyewaan - Perjanjian rasmi antara syarikat dan pemilik tanah.
- Surat Keizinan & Borang Permohonan - Diperlukan oleh badan kerajaan untuk kelulusan.
