Assistant Manager, IT Sourcing

The position is responsible and accountable for the Bank’s end-to-end sourcing and procurement of IT products and services including selection and management of IT vendors. The incumbent is accountable to execute the full spectrum of procurement skillsets to build long-term and stable relationship with vendors to meet Bank’s operational requirements.

Contracts:

- Manage and execute pre and post contract administration while maintaining effective supplier
- relationships, cost management and project administration.
- To review contractual documents and to work closely with Legal department on all matters relating to
- contracts.
- Monitor the performance of the contract to ensure suppliers meet or exceed their contractual obligations.
- Manage any contract variations and amendments that may occur accordingly.
- Ensure proper documentation, tracking of contracts and proper filing systems are maintained at all times.
- Ensure all contracts are managed in an effective manner whereby contracts are renewed or terminated
- in a fair and compliant manner.

Sourcing & Procurement:

- To source, invite, assess and recommend/award vendor via tenders, bids, quotations and proposals in
- compliance to Bank’s internal policy.
- Lead price negotiation to achieve competitive rates for IT hardware, software, telecommunication and
- services and actively support cross functional activities that meet procurement demands.
- Organize, facilitate and manage assigned IT projects including Request for Information (RFI), Request
- for Quotation (RFQ), Request for Proposal (RFP), execute E-Bidding activities, or any sourcing activities
- deemed necessary.
- Responsible for negotiations for best possible outcomes for the Bank and develop “win-win” strategies
- that achieve sustainable relationships with IT vendors.
- Oversee staffing/recruiting/training/coaching of direct reports including performance reviews.

Others:

- Supervise and provide support to the staff for department’s day to day activities and projects.
- Able to cultivate a working environment that is fun, results driven and employee development oriented.
- Contributes to the development of strong working relationships with internal and external stakeholders.
- Manage and mentor staffs by encouraging professional growth and work place enrichment.
- Produce regular reports on performance and provide comprehensive management information and indepth
- analysis when requested including spend analysis, savings reports, contracts tracking as example.
- Proactive in providing creative and innovation solutions to departmental challenges.
- Maintain or update organizational knowledge on contracts and procurement guidelines, process, policies,
- standards and best practices as and when needed.
- Comply, maintain and continuously review to enhance the existing contracts and procurement policies
- and procedure base on industrial needs and trends.
