Job Summary
Responsible for the Content Monitoring Team in line with CMA 1998, formulating strategic initiatives for the team, capacity building and training, management shifts and scheduling, determination of escalation action, determination of possible offences, management of information escalation to MCMC internal departments and other law enforcement agencies, to ensure high level of organizational awareness, speed reaction rate
Key Accountabilities / Responsibilities
- Monitor the overall planning and implementations of CMU’s operational work to monitor and evaluate content made available over the cyber environment to Malaysian users.
- Serves as the team lead writer, ensuring written and verbal communications meet the organizations brand standards, in line with the organization’s strategic direction, operations, needs of stakeholders, and goals. Prepare analysis, assessment, issuing alerts, referrals, and content takedown/escalation, blocking/suspension, raising First Information Report (FIR) and other enforcement action where needed for escalation to other internal departments and MCMC management.
- Develop data workflows to allow for quick and accurate content analysis and reporting, to ensure delivery of data-driven, actionable insights about global and localized User Generated-Content (UGC) impacting the country.
- Continuous development and enhancements of tools, solutions, methodologies, processes, and capabilities, to enhance and improve CTAD’s operational effectiveness and efficiency.
- Design and build reports and/or dashboards that communicate quantitative analyses of content consumption, metadata, and strategy.
- Lead in coordination with respective law enforcement agencies (LEAs) and Ministries on anticipatory management and prevention of harmful content, including issuing alerts, referrals, and content takedown/escalation.
- Establish and manage ad hoc project timelines; collect, input, analyze, and report various project metrics throughout the project life cycle.
- Assess and strategize digital assets and platform functions on given projects to proactively identify currently undetected misuse or abuse by leveraging internal data, open-source intelligence and third-party private intelligence.
- Anticipate and provide advice on virality and potential backlash of any content to national security and public order, to ensure referral of cases to other departments or other LEAs if necessary, as well as to ensure any urgent/viral issue that might violate any written laws of Malaysia being alerted to HOD and top management.
- Manage mitigation within reasonable definitions of any fraud, scams, or otherwise illegal activity occurring on UGC platforms.
- Mentor and guide analysts on the team to help provide actionable content insights.
- Manage relationships with internal and external stakeholders. Lead and handle regular project meetings and cross-functional meetings with internal teams as well as other LEAs and Ministries to provide statistics and feedback on content and sentiment analysis.
- Democratize access to insight by collating, curating, and documenting data sets that operations teams and other stakeholders can leverage.
- Create stakeholder-facing analytics by working closely with internal teams and external Ministries/LEA.
- Develop and recommend the standards and implement methodologies and processes to maintain a single source of truth for reporting and analytics purposes.
- Mentor and guide analysts on the team to help provide actionable content insights. To suggest the next course of action and draft/evaluate proposal to be evaluated by the Director before approval from the Head of Department on action to be taken.
- Lead and handle regular project meetings.

Education & Qualifications
- Minimum a Bachelor’s Degree in Communication, Computer Science, Information Technology, Law, or other related qualification with a minimum CGPA 3.00 from a reputable University/College.
