Offshore Installation Manager

**Key Responsibilities**:

- Managing day-to-day operations and maintenance activities of West Desaru Field, including activity planning; Management of emergency response, including acting as the Site Emergency Commander.
- Ensuring that the day-to-day welfare of the offshore workforce is taken care of.
- Ensuring that the company’s safety objectives are met by establishing a strong and sustainable safety culture.
- Ensure that the offshore environment and activities comply with the West Desaru Field Safety Case.
- Ensuring that the Control of Work system is implemented without fail.
- Ensuring that all activities performed at in the field comply with company’s procedures.
- Ensuring that equipment is operated as per West Desaru Field’s Operating Procedures.
- Ensuring that all equipment is maintained as per task lists stated in the CMMS and maintenance records documented.
- Ensuring that production system is set at the requirements stated in the company’s Monthly Target Letter.
- Ensuring that purchase requisitions for spare parts are timely submitted.
- Ensuring that any anomalies or equipment integrity issues are reported using the relevant procedures.
- Reviewing of safety and/or integrity-critical procedures.
- Reviewing and approving safety and/or integrity-critical documents, such as Management of Change, Operational Risk Assessment etc.
- Ensuring the implementation of risk mitigation measures specified by the onshore teams.
- Ensuring that hardcopies of Critical Operating Integrity Information (COII) located at the facility is managed as per procedure.
- Ensuring that incidents are managed as per company’s procedures, and participate in incident investigations as required and participate in the company’s annual Work Programme & Budget exercise.

**Essential working experience**:

- A minimum of 5-year experience working as an OIM on an offshore facility.
- A minimum of 5-year experience acting as a Site Emergency Commander.
- A minimum of 5 years as a Supervisor at an offshore oil and/or gas producing facility.
- Management of Simultaneous Operations and Simultaneous Production activities.

**Essential technical knowledge in**:

- Malaysia’s Occupational Safety & Health Act 1994.
- Usage of a Computerised Maintenance Management System (CMMS), preferably Maximo.
- A Control of Work or Permit to Work system.
- Knowledge in the requirements of International Ship and Port Facility Security Code.
- Management of a facility equipped with gas lift, water injection and metering systems.
- Regulatory requirements by SOLAS and Classification Society.
- Application of a facility-specific Safety/HSE Case.

**Required qualifications and certifications**:

- OPITO Major Emergency Management - Initial Response.
- OPITO OIM Controlling Emergencies.
- Formal Damage Control Team or Emergency Response Team training.
- Offshore Medical and Survival certificates.

**Preferred experience and certifications**:

- Bachelor degree or diploma in the field of engineering;
- Good knowledge & understanding in the implementation of Asset Integrity Management System (AIMS), including Major Accident Hazard Management; and Application of Performance Standards for Safety Critical Equipment.
- Flow Selection Criteria; Process Facilities, Process Control Principles & Process Control System/DCS, Safety Instrumented System, Fire and Gas System and Devices, Programmable Logic Controller (PLC), Control Valve Maintenance, Sizing and Application, Actuated Valve Maintenance, Sizing and Application; Hazardous Area Equipment and Selection; Earthing and Lightning Protection; Instrument Engineering Design; Instrument Installation Requirement and Good Practice, Subsystem Communication and Data Integration, Instrumented Protective System, Wellhead Control Panel System and Liquid Custody Metering.
