Manager Program Management

**Summary**:
**Key Responsibilities**:
- Identifies and analyzes new program opportunities within the region, regularly monitoring opportunities from MM’s primary donors.
- Creates program development budgets and justifications. Monitors and reports on status of budgets.
- Coordinates regularly with field staff and other departments engaged in program development in assigned region.
- Ensure that tracking database is kept up to date for all ongoing program development in assigned region.
- Monitors and coordinates all program development efforts in assigned region.
- Identifies, leads and supports new program opportunities. Makes recommendations on potential program strategies.
- Manages proposal process start to finish, ensuring MM and donor standards and requirements are met.
- Participates on proposal teams in assigned role, whether leading the proposal team or serving in another role.
- Identifies needs on the proposal team and defines roles of each team member, ensuring an appropriate level of support.
- Develops and articulates strategic approaches, partnerships, management/staffing plans, M&E, budgets, and project designs.
- Develops and defines partnership arrangements as related to specific proposals.
Ensures all actions are completed at the end of a proposal development process.
- Identifies new partners, sub-awardees/subcontractors, and/or donors to enhance MM’s capabilities and expand our programming.
- Stays abreast of funding priorities MM’s major donors.
- Communicates regularly with program and field staff as well as other departments on ongoing and planned program development efforts, specific support needs and field staff capacity building requirements.
- Represents MM at meetings, conferences, and workshops.
- Undertakes all other duties and projects as may be assigned from time to time.
**Requirements**:
- Bachelor’s Degree in Management, Social Sciences or Development Studies, (Post-Graduate in a relevant discipline is preferred). Training in Project planning and management, Human Rights Based Approach, Participatory approaches and methodologies, Governance, Civic empowerment and accountability, Monitoring and evaluation
- A Minimum of 5 years relevant experience, preferably in the NGO sector, 3 years of which should be in middle-management positions, experience of working in a Multi-cultural context essential.
- Experience in designing, setting up and coordinating monitoring, evaluation and impact assessment systems and processes of a program are required.
- Experience in managing funding from a diversity of sources including governments and aid agencies, private sector donors.
- Proven experience of working with government agencies and research institutes. Experience working in conflict and post conflict contexts essential, experience and added advantage.
