Contract Manager

**Main purpose of role**:

- Manage, lead and coach the SCM Contract team to minimise PMY’S HSSE, commercial, supply, compliance, and operational risk as it relates to Contracting activities in general and specifically in relation to strategic sourcing activities through contracts with third party suppliers and contractors (Risk assessment capability, Vendor/LSP relationship management skills
- Understanding/implementing Vendor/LSP Compliance requirements)
- Accountable for the management and execution of the tendering and contracting process up to the issuance award and signing of the final contract in conjunction and collaboration with appointed contract owners, in accordance with Petronas Procurement Standard as well as other relevant Petrofac Internal Procedures. (Capability to assess Vendor/LSP financial data).
- Accountable for the management and execution of the contracts from the award stage to contract close-out in conjunction and collaboration with appointed contract owners.
- Responsible for the maintenance of a robust supply chain framework to establish effective processes and ensure its implementation. Responsible for identifying, reporting, and addressing business issues across projects to establish an efficient and compliant operations.

**Key Accountabilities**:
**HSSE/ Asset Integrity**
- The authority and single point of accountability for all strategic contracting and sourcing activities
- Undertakes due diligence in mitigating all external supply risk from contractor selection through to contract execution and management
- Ensuring all relevant HSSE conditions are consistently included in contracts
- Actively promotes, drives, and demonstrates compliance

**Operational/Project Delivery (Analytical competence for Supply Chain activities (Vendor/LSP registration and prequal, Vendor/LSP performance evaluation, functional/project KPIs, PO/SO close out activities, systems enhancement/implementation)**
- Drives demand planning and establishes standard integrated contracting plans (including Strategic Procurement Plan) to facilitate achievement of business goals
- Development, implementation, and coordination of all tendering initiatives in strategic contracts team portfolio and ensures the controlled execution of the process up to conclusion.
- Coordination and quality control over all SCM auditing and compliance activities
- Facilitates the building and maintenance of profiles of key contractors
- Drives contracts administration and contractor management to ensure best value to PMY
- Ensures that all strategic contracts are valid, relevant and pro-actively managed and administrated throughout their life cycle
- Ensures implementation of best practices within team
- Managing, leading, developing and balancing workload and resources within Contracts
- Removes roadblocks to enable the delivery of the contracting plans and strategies.
- Provides gatekeeper function for key contracting strategies and activities to ensure agreements are well planned, fully developed, competitive and capable of delivering maximum value to PMY
- Engages other team managers, leading and contributing to the development of improved Contracts strategy and practice
- Coordinate the efficient and effective utilisation of the ERP System (Oracle)
- Identify process improvements to be implemented

**Leading the**:

- Development and execution of contracting strategies, including contract extension
- Validation of Change Order request to ensure compliance with all relevant process and procedure
- Strategic contracting activities for PMY whilst managing costs & risks, delivering value and achieving effectiveness and facilitating efficiency improvements in line with business requirement (Ability to manage the pre-defined Project constraints (budget, delivery, quality)
- Development of short, medium and long term interventions to up-skill the Contracts team and continuously improve processes and procedure.
- Engagement with internal stakeholders, understanding options and risks associated with strategic, contracting and governance activities (Risk assessment capability)
- Building and maintain strategic contractor relationships and professional interaction with various auditing authorities in order to eliminate deviations from standards
- The teams to achieve superior procuring, contracting & compliance performance
- Relevant system and process optimization, integration, improvement & training whilst managing costs and maximising value delivery
- Responsible to ensure BG and Insurance availability and validity throughout contract period.
- Leading the engagement with internal customers, understanding options and risks associated with existing Contract and future contract strategy
