The Deputy Director, Senior Developer leads the research, design, and development of advanced network security solutions to address emerging cyber threats and operational challenges. This role is responsible for overseeing technical innovation, managing R&D activities, supervising junior engineers, and enhancing the resiliency and reliability of critical network infrastructure. The position also drives department-wide process automation initiatives, strengthens national cybersecurity posture through collaboration with key stakeholders, and contributes to strategic planning and capability development.

Key Responsibilities1. Strategic Planning & Innovation

  • Plan, develop, and implement innovative security solutions to strengthen the security, resiliency, and reliability of network and critical information infrastructures.
  • Lead the development and deployment of security tools, automation frameworks, and AI-driven systems to enhance organizational security posture.
  • Benchmark and evaluate emerging and advanced cybersecurity technologies to support digital transformation and security readiness.

2. Threat, Risk & Vulnerability Management

  • Study, identify, and assess emerging security threats, risks, and attack vectors.
  • Develop mitigation strategies, detection tools, and response systems to address evolving security challenges.
  • Lead vulnerability assessment and penetration testing (VAPT) initiatives on communication systems, digital services, applications, and infrastructure.
  • Oversee threat-intelligence gathering and horizon scanning activities to enhance situational awareness and early-warning capability.

3. Research & Development (R&D)

  • Conduct strategic and tactical research to explore new cybersecurity techniques, tools, and frameworks.
  • Reduce over-dependency on vendor-supplied solutions through in-house security tool development and innovation.
  • Establish research partnerships and joint development initiatives with universities, research institutions, and industry experts.

4. Cross-Agency & Industry Collaboration

  • Collaborate with internal departments, government agencies, technical regulators, law enforcement, service providers, and vendors to address cybersecurity incidents and cybercrime threats.
  • Provide technical advisory support and participate in multi-agency cybersecurity operations.

5. Operations, Process Automation & Quality

  • Lead process automation projects to improve operational efficiency, service delivery, and monitoring capabilities across the department and organization.
  • Ensure proper documentation, quality assurance, and compliance with industry best practices and regulatory requirements.

6. Leadership, Mentoring & Resource Management

  • Provide coaching, guidance, and mentoring to junior staff to enhance technical capabilities and career progression.
  • Assess capability and skill gaps within the department and recommend training programs or capacity-building initiatives.
  • Serve as a budget representative to ensure effective and efficient utilisation of financial resources.

Ideal Candidate RequirementsEducation & Qualifications

  • Bachelor's Degree in Computer Science, Cybersecurity, Information Technology, Engineering, or related field from a reputable university.
  • Minimum CGPA of 3.00.

Experience

  • Minimum 5 years of experience in cybersecurity, network security, or related technical fields.
  • Proven experience in a senior technical role designing secure and scalable systems.
  • Experience developing tools, systems, or security technologies.

Technical & Functional Skills

  • Programming and system development (e.g., Python, C/C++, scripting, or similar).
  • Strong network security expertise.
  • Security research and analysis skills.
  • Project management capabilities.
  • Threat intelligence operations.
  • Vulnerability Assessment & Penetration Testing (VAPT).
  • Process automation and security tool development.
