Inspector of Work (Mechanical & Electrical) IOW M&E

A well-known, established hospital of more than 100 years in the industry, currently looking for talent to join us.

What You'll Do:

Site Supervision & Quality Control

• Supervise and monitor day-to-day M&E works including electrical systems, HVAC, fire protection, plumbing, sanitary, medical gas, and building automation.
• Ensure all works are carried out in accordance with approved drawings, specifications, and consultant instructions.
• Conduct joint inspections before concealment or closure of services such as cable containment, ductwork, pipe sleeves, insulation, and embedded conduits.
• Verify proper installation, routing, labeling, and supports of M&E services to ensure maintainability and compliance.
• Inspect and witness site tests (e.g. pressure tests, continuity tests, insulation resistance, lighting lux levels, air balancing, etc.) and ensure test results meet required standards.

Compliance with Standards & Regulations

• Ensure all M&E installations comply with relevant Malaysian codes, standards, and statutory regulations, including:

o Suruhanjaya Tenaga (ST) requirements for electrical systems

o Department of Occupational Safety and Health (DOSH) for pressure vessels, lifts, and fire systems

o Jabatan Bomba dan Penyelamat Malaysia (BOMBA) for fire protection compliance

o  Ministry of Health (MOH) for medical gas, HVAC, and infection control standards

• Verify contractor compliance with MS, BS, IEC, and ASHRAE standards relevant to healthcare facilities.

Hospital-Specific Technical Supervision

• Inspect M&E installations in critical hospital zones such as operating theatres, ICU, isolation wards, CSSD, laboratories, and imaging suites.
• Ensure HVAC systems achieve required air changes per hour (ACH), temperature & humidity control, and pressure differential for infection control.
• Verify installation of medical gas pipelines, vacuum systems, and compressed air systems in accordance with MOH and HTM 02-01 standards.
• Ensure redundancy, emergency power, and critical system reliability are implemented as per hospital operational requirements.
• Inspect integration of M&E systems with Building Management System (BMS) and ensure operational functionality.

Material, Testing & Commissioning

• Inspect and verify delivered materials, components, and equipment against approved submittals and specifications (e.g., switchboards, chillers, pumps, air handling units, etc.).
• Witness factory acceptance tests (FAT) and site acceptance tests (SAT) for critical hospital equipment and systems.
• Ensure proper commissioning of M&E systems including electrical distribution, HVAC balancing, medical gas testing, plumbing disinfection, and fire alarm verification.
• Ensure accurate documentation of test results, calibration certificates, and commissioning reports.

Coordination & Technical Support

• Coordinate closely with C&S, Architectural, and Specialist teams to resolve interface issues (e.g. M&E penetrations, equipment supports, ceiling space conflicts).
• Report site issues, discrepancies, and design coordination problems promptly to the Resident Engineer or Project Manager.
• Attend regular coordination meetings and provide updates on M&E progress and quality concerns.
• Monitor and verify contractor's progress claims, variation works, and EOT requests relating to M&E scope.

Health, Safety & Environmental (HSE)

• Enforce compliance with site safety procedures in accordance with Occupational Safety and Health Act 1994 (OSHA) and Factories and Machinery Act 1967 (FMA).
• Report any unsafe practices, potential hazards, or environmental non-compliances to the Safety Officer and Resident Engineer.
• Ensure housekeeping, waste disposal, and stormwater management comply with Department of Environment (DOE) requirements and hospital environmental standards.

Documentation & Reporting

• Maintain accurate records of inspection, testing, and commissioning activities.
• Prepare daily reports with site photos, work progress, manpower, and materials used.
• Keep updated as-built information, mark-ups, and M&E redline drawings for record and handover purposes.
• Support consultant team in preparing site instructions, inspection requests (IR), and non-conformance reports (NCR).

Handover, Defects & Post-Completion

• Participate in integrated testing & commissioning (IT&C) of all M&E systems and verify operational readiness.
• Conduct final inspections and assist in the issuance of Certificate of Completion and Compliance (CCC) and Fire Certificate (FC).
• Monitor defect rectification during the Defects Liability Period (DLP) and verify all works are completed satisfactorily.
• Assist in the handover of O&M manuals, as-built drawings, and warranty documentation to the client and MOH authorities.

Who Are We Looking For:

• Diploma / Degree in Mechanical or Electrical Engineering or equivalent from a recognized institution.
• Registered with BEM (Board of Engineers Malaysia) as an Inspector of Works (I.O.W.) or eligible for registration.
• Minimum 5 years of relevant experience in M&E construction supervision, preferably with prior experience in healthcare or hospital projects.
• Strong understanding of hospital building services systems: HVAC, fire protection, plumbing, medical gas, and electrical supply redundancy.
• Familiar with Malaysian statutory regulations (ST, DOSH, BOMBA, MOH, DOE).
• Proficient in reading and interpreting M&E drawings, schematics, and coordination layouts.
• Knowledge of QA/QC procedures, documentation control, and testing protocols.
• Able to work independently, detail-oriented, and proactive in resolving technical and site issues.
