1. Tender Preparation & Cost Estimation

  • Lead the preparation of detailed cost estimates based on drawings, specifications, and project requirements.

  • Develop and maintain cost models, rate build-ups, and pricing strategies for competitive tender submissions.

  • Coordinate with technical teams (Engineering, Planning, Procurement) to gather necessary inputs for tender pricing.

  • Review tender documents, identify commercial risks, and highlight discrepancies.

2. Tender Documentation & Submission

  • Prepare tender packages including Bills of Quantities (BOQ), pricing schedules, and supporting documents.

  • Ensure completeness, accuracy, and compliance with tender requirements.

  • Coordinate the final tender submission, including revisions, clarifications, and addendums.

  • Lead the preparation of tender queries (TQ) and responses to tender clarifications.

3. Procurement & Supplier Coordination

  • Source and evaluate quotations from subcontractors and suppliers for cost comparison.

  • Negotiate pricing, terms, and conditions to ensure competitive procurement.

  • Maintain updated databases of suppliers, subcontractors, and material rates.

4. Commercial & Technical Analysis

  • Conduct bid analysis, value engineering proposals, and cost optimization strategies.

  • Prepare tender summary reports and commercial recommendations for management approval.

  • Identify cost risks, propose mitigation plans, and analyze project profitability.

5. Team Leadership & Coordination

  • Lead and mentor the tendering QS team in preparing accurate tender submissions.

  • Allocate tasks and review work prepared by junior QS team members.

  • Ensure timely delivery of tender requirements and adherence to deadlines.

6. Stakeholder Engagement

  • Liaise with consultants, clients, project managers, and internal technical teams for tender-related matters.

  • Participate in tender interviews, presentations, and negotiations as required.

7. Reporting & Documentation

  • Prepare tender progress updates and reports for management review.

  • Maintain systematic filing and documentation of all tender correspondences and records.

  • Ensure proper archiving of tender documents for future reference.

8. Compliance & Quality Assurance

  • Ensure all tender submissions comply with company policies, industry standards, and statutory requirements.

  • Conduct internal reviews and quality checks before submission.

9. Additional Duties from Superior
