Why does this job exist and why is it critical?
This role supports Maxis policy developments efforts; operates in full compliance with all relevant telecommunications laws and regulations. The specialist will support engagement of regulators to develop policy, monitor the regulatory landscape, interpret requirements from bodies like MCMC, and guide internal teams to ensure our products, services, and operations adhere to all obligations.
What are you accountable for?
- Regulatory support for Mandatory Standard Quality of Service policy, General Consumer Code, Prepaid registration guidelines, Mobile Number Portability business rules, General compensation plan, Compliance enforcement management
- Attend to Quality of Service weekly escalations by MCMC State Offices, with internal network department
- Proactively monitor and analyse the regulatory environment, tracking updates to the Communications and Multimedia Act (CMA 1998) and other relevant legislation.
- Interpret new and existing regulations, assessing their impact on Maxis' business operations, products, and services to provide clear guidance as subject matter expert.
- Prepare, coordinate, and submit all necessary documentation, reports, and applications to regulatory bodies like MCMC in a timely and accurate manner.
- Serve as a key point of contact for inquiries from regulatory authorities, managing communications and fostering a positive, professional relationship.
- Attend to KK and MCMC activities, which includes travelling outside Kuala Lumpur, such as launch of government initiatives, QOS site visits and surveys, program and campaigns etc.
- Assist in the development and maintenance of internal compliance policies, procedures, and controls to mitigate regulatory risks.
What do you need to have for the role?
- Regulatory Knowledge (Experienced): Strong understanding of the Malaysian telecommunications regulatory framework, especially the CMA 1998.
- Legal & Policy Interpretation (Experienced): Ability to analyse complex legal documents and translate them into actionable business guidance.
- Stakeholder Communication (Experienced): Skilled in explaining complex regulatory topics clearly to internal teams and external bodies.
- Analytical Skills (Advanced): Excellent ability to assess the business impact of regulatory changes and identify potential risks.
- Attention to Detail (Expert): Meticulous approach to preparing submissions and reviewing policies to ensure accuracy and compliance.
- Problem-Solving (Experienced): Ability to develop practical solutions to ensure business objectives are met while maintaining compliance.
