Manager, QS Contract

1. Cost Planning, Estimating & Proposal Management

• Lead the preparation of cost estimates, budgets, and Bills of Quantities (BOQ) for tender submissions, proposals, and project bids.
• Review project drawings, specifications, and tender documents to prepare accurate pricing.
• Develop cost strategies and pricing models to improve win rates in tender exercises.
• Coordinate with engineering, procurement, and project teams to gather cost inputs for proposals.
• Ensure all tender submissions comply with client requirements, commercial strategies, and internal approval processes.

2. Pre-Contract Management

• Conduct detailed quantity take-offs based on IFC/Tender drawings.
• Prepare cost breakdowns, unit rate analysis, and supporting documents for tender proposals.
• Participate in clarification meetings, site visits, and technical discussions with clients.
• Identify cost risks, assumptions, and exclusions during the tender stage.
• Support tender negotiations and provide commercial advice to senior management.

3. Post-Contract Cost Control & Commercial Management

• Oversee project cost control, ensuring actual costs remain within approved budgets.
• Monitor, verify, and approve monthly progress claims, subcontractor claims, and supplier invoices.
• Evaluate and verify site instructions, work variations, change orders, and additional works.
• Prepare and update cash flow projections, cost reports, and budget forecasts.
• Identify cost deviations early and recommend corrective actions.

4. Subcontractor & Supplier Commercial Management

• Manage the procurement process for subcontractors and major suppliers from pre-qualification to award.
• Review and finalize subcontractor BOQs, quotations, and commercial terms.
• Track subcontractor performance, costs, variations, and claims.
• Ensure transparent and competitive pricing in line with company procurement procedures.
• Lead negotiation of subcontractor contracts to secure favorable commercial outcomes.

5. Variations, Claims & Contractual Matters

• Prepare, evaluate, and negotiate Variation Orders (VOs) with clients and subcontractors.
• Ensure VO documentation is complete, justified, and submitted on time.
• Prepare contractual notices, letters, and cost impact assessments.
• Support project teams in resolving commercial issues, disputes, or claims.
• Coordinate with the Contract Manager and Legal Team on complex contractual matters.

6. Cost Analysis, Benchmarking & Continuous Improvement

• Establish and maintain a database of unit rates, cost benchmarks, and market prices.
• Analyze historical project data to improve pricing accuracy for future tenders.
• Identify cost-saving opportunities and value engineering alternatives.
• Implement best practices in QS processes, cost management, and commercial controls.

7. Documentation, Reporting & Record Management

• Maintain complete records of BOQs, estimates, claims, cost reports, and financial documents.
• Prepare monthly commercial reports for senior management.
• Ensure audit-readiness and proper documentation in accordance with corporate governance standards.

8. Team Leadership & Stakeholder Collaboration

• Lead and mentor the QS team, ensuring proper task delegation, training, and performance management.
• Collaborate with procurement, engineering, project, and finance teams to support project success.
• Build strong business relationships with clients, consultants, subcontractors, and suppliers.
• Ensure the QS department operates with high levels of accuracy, efficiency, and integrity.
