Human Capital Director leads the strategic direction, development, and execution of the human capital agenda to support the organization's mandate as a financial regulator. This role is responsible for ensuring a high-performing, ethical, and future-ready workforce aligned with national financial stability and institutional excellence.
- The position requires a leader who can shape workforce strategies that balance public service ethos with innovation, digital readiness, and organizational agility.
- This position requires a candidate who were CHRO in a Malaysian based bank.
Key Responsibilities
Strategic Human Capital Leadership
Develop and execute a Human Capital Strategy that aligns with the regulator's strategic plan and policy objectives.
- Serve as a trusted adviser to senior leadership on people, organizational capability, and succession strategies.
Champion transformation initiatives that strengthen workforce agility, inclusion, and accountability.
Talent Management and Capability Development
Oversee strategic workforce planning, talent acquisition, and succession management to ensure a strong leadership and technical pipeline.
- Drive continuous capability enhancement through leadership development, technical certifications, and regulatory competency frameworks.
Promote learning culture and career mobility across divisions to enhance institutional knowledge retention.
Organizational Design and Culture
Shape organizational structures that promote collaboration, innovation, and regulatory effectiveness.
- Lead change management and culture-building programs that reinforce integrity, performance excellence, and public trust.
Ensure alignment between organizational design, performance management, and reward mechanisms.
HR Governance and Policy
Establish and uphold robust HR governance, ensuring compliance with internal policies, public sector standards, and national labor regulations.
- Oversee HR risk management, workforce analytics, and governance reporting to the Board or Audit Committee.
Drive data-driven decision making through the use of HR analytics and digital tools.
Rewards, Recognition and Employee Well-being
Design and implement total rewards strategies that balance motivation, fiscal prudence, and public sector accountability.
- Champion employee engagement, wellness, and inclusion programs that enhance morale and organizational resilience.
Qualifications and Experience
- Master's or Bachelor's degree in Human Resource Management, Psychology, Business Administration, or related fields.
- Minimum 15 years of progressive HR leadership experience, including at least 3 years as a CHRO in a banking institution.
- Demonstrated experience in strategic HR planning, organizational development, and leadership development, preferably within financial services, government-linked institutions, or regulatory bodies.
- Proven ability to navigate complex stakeholder environments, including policymakers, public service commissions, and external regulators.
- Strong understanding of HR governance, workforce analytics, and change management.
- Familiarity with future of work trends, digital HR platforms, and workforce modernization initiatives.
