Job Description

1- Establish priorities, assign workloads and review difficult and complex assignments.

2- Manage and coordinate establishment of schedules, task assignments and allocation of man-hours and equipments to ensure compliance with operational commitments.

3- Evaluate all purchase activities; selections of vendors,prices, technical evaluations and analysis for approval.

4- Review of award recommendation paper prior approval from management.

5- Ensure procurement activities are in compliance with procurement procedures and guidelines.

6- Prepare procurement reports based from the database.

7- Analyse procurement trends and spending according to months, projects, reimbursable, non-reimbursable, level of authority

8- Manage work done by Procurement Executive and provide guidance.

9- Ensure sourcing plans are developed according to schedules and execute ITB.

10- Manage process to screen and qualify vendors.

11- Evaluate and analyse ITB

12- Negotiate contract and ensure all documentation as appropriate.

13- Provide assistant to Head, Procument in other tasks related to procurement department.

14- Response to requisitions verifies cost-recoverable, selects vendors, prepare RFPs, fax to suppliers, compile quotations/bids and update database.

15- Evaluate bids, analyze and clarify technicial specifications with project team.

16- Prepare award recommendations, obtain approvals and update database. Final negotiations with vendors to obtain discounts.

17- Response for preparation of yearly budget for the department.

18- Based on the existing cost, provide estimates on the budget projection for the incoming year.

19- Identify any additional requirements other than the existing expenses which may be incurred for the following year.

Qualifications and Experience

1- Degree in Engineering or other discipline with 10 years experience in O&G procurement.

2- 10 years experience in O&G upstream procurement activities.
