JOB PURPOSE:

To execute activities and initiatives in the design, development and delivery of integrated HR solutions and services (talent sourcing, talent development and talent engagement) to deliver/accomplish the OBUs Projects talent and business outcomes.

PRINCIPAL ACCOUNTABILITIES:

Project Sourcing & Recruitment

  • Initiate and assist the HR Project Manager in project recruitments and locate suitable project resources on Project Contract basis as dictated by each project organization ramp up plan.
  • Handle project recruitment administration and any related requirement to onboard the candidates.
  • Use the SAP system on preparing the purchase requests and liaise with relevant support administrators.
  • Liaise with OBU's panel of 3rd party manpower suppliers to identify suitable candidates for project requirements.
  • Determine applicant requirements by studying job description and job qualifications.
  • Undertake first pass screening of CV's supplied by agencies and individuals for suitability.
  • Organize and coordinating Interviews with prospective candidates.
  • Assess applicants' relevant knowledge, skills and experience.
  • Preparing compensation and package based on project salary guidelines for referral candidates.
  • Organise on boarding of candidates into the project and provide support and point of contact for them.
  • Maintain on going communication with 3rd party manpower suppliers regarding candidates, services supplied etc.
  • Manage the resignation and exit clearance for 3rd party staffs.
  • Maintain database of candidate and staff records.

Global Mobility

  • Coordinate with third party manpower agencies on Global mobility and immigration management for relocation of project staff, business trips and vendor inspections.
  • Provide support on mobilisation, demobilisation and leave passage.

Employee Engagement

  • Act as the Focal Point for OBU project staff engagement, particularly on HR policy communication and implementation, managing conflicts, responding to staff queries and complaints to ensure a harmonious working environment.

JOB REQUIREMENTS:

Experience:

  • At least 7 years of related working experience.
  • Preferably with Offshore Oil & Gas EPC project experience.

Qualification:

  • Bachelor's Degree / Master's Degree in Human Resource Management, Social Science or equivalent.
