Job Purpose

The Operations Manager oversees and manages all daily operational activities within the marine cargo surveying division. The role ensures efficient coordination of survey assignments, personnel deployment, technical quality, and compliance with client requirements, company policies, and maritime industry regulations. This position supports the General Manager in implementing strategic initiatives, enhancing operational efficiency, maintaining service excellence, and ensuring all assignments are executed safely, accurately, and timely.

Key Responsibilities

1. Leadership and Team Management

2. Assist the General Manager in leading and managing the overall operations of the company.

3. Recruit, select, train, schedule, and supervise all operational staff, including surveyors and technical personnel.
4. Conduct regular performance reviews and ensure continuous skills development and competency of the team.
5. Communicate clear operational expectations and ensure accountability for task execution and reporting.
6. Foster a culture of professionalism, teamwork, and adherence to company values and safety practices.

2. Operational Planning and Coordination

• Plan, organize, and coordinate all marine cargo survey operations in accordance with client instructions and industry standards.
• Allocate resources efficiently and ensure survey assignments are completed within stipulated timeframes and quality standards.
• Monitor and manage daily field operations, including documentation, reporting, and client communications.
• Oversee scheduling of surveyors, equipment availability, and technical support to meet operational demands.
• Ensure all survey reports and deliverables are reviewed, verified, and submitted promptly.

3. Process, Quality, and Compliance

• Develop, implement, and continuously improve operational policies, SOPs, and quality assurance procedures.
• Ensure compliance with applicable international and local maritime regulations, classification society requirements, and ISO/IMS standards.
• Conduct periodic internal audits and operational reviews to identify areas for improvement.
• Enforce adherence to safety and environmental standards in all on-site and office operations.
• Maintain proper housekeeping, documentation, and filing of operational records.

4. Financial and Resource Management

• Prepare operational budgets and monitor expenditures to ensure cost efficiency.
• Analyze cost variances, track project profitability, and initiate corrective actions as needed.
• Review and approve all operational invoices, claims, and purchase requests before submission for payment.
• Manage wages, overtime, and contract labor costs in line with revenue and project volume.
• Oversee procurement and maintenance of operational equipment, vehicles, and instruments.

5. Client and Vendor Relations

• Serve as the primary contact for clients on operational matters, including assignment scheduling, service quality, and issue resolution.
• Respond promptly to client complaints or incidents involving cargo, equipment, or survey performance.
• Maintain strong working relationships with key clients, vendors, and service providers.
• Review vendor performance, pricing, and service agreements to ensure reliability and cost-effectiveness.

6. Reporting and Documentation

• Ensure all survey reports, photos, and supporting documents meet the company's reporting standards.
• Track assignment progress, maintain operational KPIs, and report performance metrics to management.
• Ensure confidentiality and integrity of all operational records and client data.

7. Training and Development

• Identify training needs and provide coaching, mentoring, and technical guidance to survey staff.
• Promote continuous learning in marine surveying practices, reporting standards, and safety compliance.
• Stay abreast of industry developments, regulatory updates, and best practices in marine surveying.

Qualifications and Experience

• Bachelor's Degree or Diploma in Maritime Studies, Logistics, Engineering, or related field.
• Minimum of 5 years' experience in marine surveying, logistics, or related operational management roles.
• Familiarity with international marine cargo standards, classification societies, and port operations.
• Proficiency in Microsoft Office and operational management software.
• Possession of relevant marine or surveying certifications is an added advantage.

Work Environment

• Office-based with frequent site visits to ports, warehouses, and vessel locations.
• May involve irregular working hours depending on cargo operations or emergency assignments.
