JOB SUMMARY
Overall duties in planning, coordinating, executing, monitoring and continually improving the management of Health, Safety & Environment related to Legal and Other Requirements with respect to organizational operations and business nature.
Also to support in the development and implementation of Health, Safety and Environment strategy and framework in maintaining the standards with effective compliance and regulatory programmers, systems and process nationwide as well as providing counsel and advice to Company and contractors.
KEY DUTIES AND RESPONSIBILITIES
INCIDENT MANAGEMENT & ROOT CAUSE ANALYSIS
- Led the development and implementation of comprehensive incident management procedures, including reporting, investigation, analysis, and corrective actions.
- Applied structured methodologies such as Tripod Beta or others method to conduct root cause analysis, ensuring effective identification of contributing factors and prevention of recurrence.
- Coordinated cross-functional incident reviews and facilitated lessons learned sessions to drive continuous improvement.
- Monitored the effectiveness of corrective actions and ensured timely closure of incident cases.
- Maintained incident databases and generated performance reports for management review.
EMERGENCY DRILL EXERCISES
- Plan, implement and monitor all requirements prescribed in the act/standard including compliance to relevant HSE Regulations.
- Continually evaluate and improve the performance of the drill/exercises.
- Administer and coordinate the administration process of the drill/exercises including involvement of third party i.e. performance report, surveillance and certification.
- Update and revise the drill/exercises flow when possible according to current updates from relevant parties.
- To coordinate and ensures emergency response exercises and drills are conducted in timely manner.
- To ensure the highest level of preparedness in any emergency.
- Maintains records of such drills & provides recommendations for improvements.
SITE / EVENT VENUE RELATED TO HSE COMPLIANCE
- Plan and schedule site safety monitoring and inspection at all premises covering all activities and all business premises including contractor's activities.
- Prepare the monitoring report and monitor the improvement work as the result from the inspection been conducted.
HSE TRAINING, BRIEFING AND AWARENESS PROGRAMME RELATED TO EMERGENCY & INCIDENT MANAGEMENT
- Identify all relevant internal and external programmer, evaluate the needs for implementation and its criticality and propose to management.
- Plan and schedule the implementation of the programmer.
- Administer the implementation of programmer.
EMERGENCY RESPONSE PLAN
- Plan and advice related emergency response to respective parties (All Air Selangor Premises)
- Monitor budget utilization at Head Quarters and Region.
- Prepare the utilization report as per requested by the management.
FIRE FIGHTING SYSTEM
- Implement and monitor all requirements prescribed in the Fire Services Act 1988 and Uniform Building By Law (UBBL)
- Plan and coordinate to upgrading and repairing fire-fighting system at all premises.
- Administer and coordinate the fire-fighting system matters including wherever involving third party i.e. consultation and inspection.
FIRE EXTINGUISHERS
- Plan, implement and monitor all requirements pertaining Fire Extinguishers
- Conduct inspections and prepare the record for office, store.
- Liaising with internal and external parties
- Plan, coordinate and execute active and passive fire-fighting system inspection and servicing.
EMERGENCY PREPAREDNESS EQUIPMENT (AED & FIRST AID BOX)
- Plan, coordinate and improvise the readiness related emergencies at Air Selangor Premises (Distribution and Production)
- Ensure expenditure of program is as per budgeted
- Liaising with internal and external parties
MONITOR AND ASSIST HEALTH & SAFETY UNIT AT REGIONS
- Liaise with region's representative & staff.
- Assist in execution of Health & Safety programmers at regions.
- Assist region's representative on matter arising related to safety & health.
- Coordinate & plan joint site safety inspection/ kick-off meeting with region's representative.
- Involve in safety & health related activities and meeting at regions.
HSE ALLY
- Incident Reporting & Corrective Action Follow Up:
- To act as the first line of contact for assigned Department (HQ) incident reporting
- To assist EEU in follow up of corrective action
HSE Observation
- To promote HSE Observation reporting
- To assist EEU in follow up of HSE Observation at each Department (HQ)
HQ Emergency Equipment Ownership
- To promote ownership for emergency equipment at each Department (HQ)
- To assist EEU in monitoring of emergency equipment
Regional HSE Committee
- To act as HSE HQ representative in assigned Regional HSE Committee
OTHER JOB AS INSTRUCTED BY THE MANAGEMENT
- Represent the unit/section in any meeting and function related or not related to HSE but other than the described task.
- Execute administration work including preparation or paper, internal memorandum and report.
- Carry out any task that is related or not related to HSE but other than the described task.
Minimum Qualifications
- Bachelor's Degree in Science or Engineering or Occupational Safety & Health or equivalent.
- At least 2 years experiences in Health, Safety & Environment management.
- Familiar with Malaysian regulations including by law published by local authorities especially related to Health, Safety & Environment.
- Familiar with interpretation and implementation of Occupational Health & Safety Management System (ISO45001) and Environment Management System (ISO14001).
- Up-to-date with current Health, Safety & Environment in various type of industry.
