The position is responsible for providing legal advice and services in the areas of administrative enforcement actions under the laws administered by the Bank, anti-money laundering and anti-terrorism financing laws, and human resources law, as well as civil proceedings instituted by or against the Bank. The Senior Legal Counsel is a leadership position and is responsible for supervising Associate Legal Counsels and Legal Counsels in discharging the team's various mandates.

Bank Negara Malaysia (the Central Bank of Malaysia), is a statutory body which started operations on 26 January 1959. Bank Negara Malaysia is governed by the Central Bank of Malaysia Act 2009. The role of Bank Negara Malaysia is to promote monetary and financial stability. This is aimed at providing a conducive environment for the sustainable growth of the Malaysian economy.

Bank Negara Malaysia's monetary policy stance is to maintain price stability while remaining supportive of growth. Bank Negara Malaysia is also responsible for financial system stability. This is achieved by developing a sound, resilient, progressive and diversified financial sector which serves to support the sectors of the real economy. It also plays an important function in implementing initiatives to deepen and strengthen the financial markets, including the foreign exchange market.

Bank Negara Malaysia has played a significant developmental role in developing the financial system infrastructure in advancing the financial inclusion agenda. This is to ensure all economic sectors and segments of the society have access to financial services. In addition, Bank Negara Malaysia also oversees the nation's payment systems infrastructure which emphasize on the efficiency and security of the financial systems.

As the banker and adviser to the Government, Bank Negara Malaysia provides advice on macroeconomic policies and the management of public debt. Bank Negara Malaysia is also the sole authority in issuing the national currency and in managing the country's international reserves.

  1. Legal Opinions: Provide quality and timely legal advice, whether as lead officer or in a supervisory capacity, to internal stakeholders on the following core practice areas:-
  2. Administrative enforcement under the laws administered by the Bank;
  3. Anti-money laundering and anti-terrorism financing;
  4. Human resources law; and
  5. Civil procedure.
  6. Administrative Enforcement: Provide quality and timely legal advice and services, whether as lead officer or in a supervisory capacity, in relation to administrative enforcement actions taken by the Bank, including but not limited to:- a. Assessing potential contraventions and perusing evidence; b. Providing advice on due process; and c. Drafting and executing enforcement instruments.
  7. Legislation: Provide quality and timely legal advice and services, whether as lead officer or in a supervisory capacity, in relation to drafting legislative instruments under the Bank's purview, including but not limited to:- a. Principal and amendment Acts; b. Subsidiary legislation; and c. Other legislative instruments.
  8. Civil Litigation: Oversee civil cases initiated by or against the Bank, or if the Bank is otherwise involved in, which includes the following: a. Liaising with the courts and external legal counsels; b. Drafting and vetting cause papers; and c. Act as advocate for the Bank.
  9. Stakeholder Management: Establish and maintain good working relationship with internal stakeholders, Attorney General's Chambers, Treasury Solicitor's Office, Commissions, Bar Council, Police, Government agencies and external lawyers on related matters.
  10. Special projects: Participate in other special projects as assigned by the department's management.

Academic Qualifications:

  • Bachelor of Laws (Hons.) (2nd class upper and above) or equivalent, preferably with a Masters Degree in Law.

Experience:

  • At least 6 years of experience in professional legal services, either in public sector, in-house legal services or in private practice, preferably in leadership or supervisory roles.
  • Experience in financial services law, administrative law, law enforcement, human resources law and/or civil litigation. o Preferably admitted as an advocate and solicitor of the High Courts of Malaya.
