Land Officer

(A)  KEY RESULT AREA (KRA)

• Responsible for overall management of Land & Approval Management
• Social Management, Environment Management Plan and Business Planning
• Good understanding and familiar with Malaysia Land Law Esp. Penang Land Law

(B)  MAIN RESPONSIBILITIES AND DUTIES

• Maintain the implementation, adequacy and effectiveness of the Project Management Systems
• Play a pivotal role in acquiring land and properties for our organization's expansion and development projects.
• Lead the related end-to-end process of land matters as described above, negotiation, due diligence and ensuring that tasks are executed efficiently and in alignment with land laws / procedures, project scope & timeline and company's goals.
• Conduct market research and analyze property data for feasibility.
• Develop and maintain a good relationship with Government Agencies and Community Associations
• Comply and adhere to all matters pertaining to Project Management related to the job scope and workplace as required by the Company
• Manage, coordinate, review and report any feedback from clients, with a view for preventing non-conformances and the general improvement of organization, practices and procedures
• Negotiate purchase agreements and manage due diligence processes.
• Ensure compliance with zoning laws, environmental regulations, and legal requirements.
• Build and maintain relationships with property owners, agents, and local authorities.
• Collaborate with internal teams to align acquisitions with strategic goals.
• Prepare detailed reports and presentations for stakeholders.
• Monitor market trends and provide insights for decision-making.
• General Knowledge on ESG and Cooperative (koperasi) management
• Any other duties that may be assigned from time to time by the management
• Able to advise the organization on Malaysian Land Law and Procedures, particularly Penang Land Rules

(C)    COMPETENCIES (TECHNICAL)

• Possess a strong understanding of Land Matters pertaining to land acquisition, land titling, working knowledge of requirements in National Land Code (NLC), Land Acquisition Act 1960, strata title procedures and the ability to establish and maintain relationships with land investor, government agencies, and other stakeholders.
• Proven experience in land acquisition or real estate development.
• Strong knowledge of zoning laws, land valuation, and market analysis.
• Excellent negotiation and communication skills.
• Ability to manage multiple projects and meet deadlines.
• Good organization and planning abilities
• Having strong connections & network with potential investors, strategic partners and Government Authorities.
• Ability to think and act strategically.
• Highly analytical. Skilled at using data to understand customers and prospects, identify opportunities and drive business priorities.
• Proficient in Bahasa Malaysia and English

(D)     QUALIFICATIONS (MINIMUM ENTRY REQUIREMENTS)

• Degree in engineering/land management/contract or relevant field
• At least five years working experience in similar field
