  • Junior Secondary School Level Education Or recognized Experience/Training Certificate
  • Preferably hold a COC STCW 95 Marine
  • Barge Supervisor License (OIM License preferred)
  • Stability and Ballast Control Course
  • Valid BOSIET Certificate
  • Valid OGUK Medical Certificate

     

     

    Experience

     

    • Preferably 10 years of experience in Marine / Offshore oil and gas industry on mobile units
    • At least 3 years in a supervisory position

       

      Skill / Attributes / Competencies

       

      • High level of verbal and written communication in English
      • Maintain BMI levels as per Company & Client's requirements
      • The incumbent is expected to be mobile to cover similar roles within the fleet
      • Meet the training requirements as per Company's training matrix
      • Ability to competently and safely perform duties defined in the job description.
      • Extensive knowledge of marine operations and systems
      • Extensive knowledge of crane operations Offshore Crane Operator certificate an advantage (Pedestal - offshore)

         

         

        Main Responsibilities

         

         

        The Barge Engineer is the designated "person in charge" to assist the Offshore Installation Manager (OIM) in all Marine operations, including rig moves and rigs stability, Supply vessel operations, Helicopter Operations, Crane / Lifting operations, Deck operations, Fabric Maintenance and to provide support to the drilling program. He supervises and coordinates all Marine Operations, Material movements, and other operations.

         

         

        Minimum Job Functions

         

        Includes, but is not limited to and not in order of priority:

        • Responsible for the deck and marine operations in support of the drilling program
        • Complete all necessary reports in a comprehensive and timely manner.
        • Manage and supervise maintenance of the Tender and related equipment including close out of all PMS documentation.
        • Maintain the unit's statutory certification and records as required by Class and Flag by means of survey or by any other mandatory regulations issued by IMO etc. or any other local country/authority regulatory body.
        • Monitor the status of ABS reports, conditions of class, recommendations etc. advising when inspections/surveys are due and making preparations accordingly.
        • Produce rig move/anchor handling procedures for each planned move using the provided documents in the TMS system for Rig Moves.
        • Conduct weekly inspections of both cranes and submitting to onshore support signed inspection reports stating the condition of the cranes.
        • Verify that the crane operators daily inspection check sheets are completed correctly and on time and filed for future review.
        • Responsible for the maintenance of the Lifting Gear Register and equipment
        • Responsible for the monitoring of the third party contractors performing the 6 month Lifting Gear Inspections, consistent with company and contractual requirements
        • Coordinate and working with the Operator Representative on all aspects of off- loading and back loading equipment to or from supply boats
        • Ensure that the Deck Foreman, Crane Operators, Roustabouts and AB Roustabouts are assigned work responsibilities on a shift basis
        • Keep a daily inventory of deck loads, bulk material, fuel and water.
        • Stability calculations to be completed on a daily basis or more frequently if major deck load changes take place.
        • Responsible for keeping the tender lined up on the platform by adjusting the tension on one or more of the anchor lines and keeping the anchor winches in good operating condition
        • Responsible for maintaining the Tender in a seaworthy state.
        • Attend all Safety and Training Courses that are deemed necessary for his job position, which are either a Company or Operator requirements.
        • Periodically review all marine planned maintenance procedures to verify that they meet the requirements of the equipment on board
        • Read the Marine procedures in TMS and ensure that these are complied with.
        • Responsible for ensuring there is sufficient mooring equipment on board for deploying anchors
        • Responsible for the maintenance/replacement of the towing systems.
        • Responsible for the ordering of spares in a timely manner for all marine and safety equipment
        • Responsible for the safe and efficient transfer of bulk materials.
        • Transfer cement from bulk storage to surge tanks during cement jobs.
        • Supervision, discharging, storage of bulk powders and liquids and other deck cargo.
        • Undertakes audits and inspection as per company's audit and inspection procedures.
        • Ensure good legible handover notes are made for relief at the end of each hitch.
        • Mentor Potential Barge Engineers for future promotion.
        • Give Approval for approach of AHTV & Supply Vessels, depending on current operations, weather and sea conditions
        • Assist management in the planning and implementation of any project or improvement schemes that are considered necessary by Rig or Operator Management, including the use of the Management of change procedure to ensure proper implementation and approvals as well as monitoring the progress of such projects/schemes.
        • Assist in developing the "well control" and "move off" planning. (Ref Adverse Weather Procedure in TMS)
        • Ensuring all personnel, under their supervision give a clear and accurate report of work status, their responsibilities and duties to their relief.
        • Communicate pertinent matters pertaining to the operation and equipment under their control to their relief at shift and crew changes.
        • Adhere and compliance to SKD Heavy Lifting Parameters but not limited to the following:
          • All lifts > 50T must have a Ballast Plan and pre-lift simulations done with actual conditions before lifting
          • Any Lift >100T must be centered to the center line of tender, radius of crane close as safely possible, list and trim corrected and prelist simulation done with actual conditions before lifting.
          • Resultant List must not be more than 2 degree.

                • Ensure all Heavy Lifting Related DINS are to be utilized for all heavy lifting Operations and supplement with TBRA and Ballast Plan(Semi-Tenders)
                • Carry out Trip Assessment at the appropriate time for both new and existing staff.

                   

                  SAFETY RESPOSIBILITIES:

                • Understand safety critical barrier responsibilities as defined within the Rigs safety case (available from your supervisor)
              • Understand safety critical procedures, safety critical equipment and safety critical activities associated with safety critical barriers as defined within the Rigs safety case
            • Maintain effectiveness of safety critical barriers as defined in the Rigs safety case
          • Lead safety by example for all employees to follow
        • Promotes safety awareness and safe work practice among all the personnel on board
      • Implement and lead company and operator safety programs and initiatives
    • Leading participation in and compliance with the Permit to Work system
  • Conduct pre-tour and pre-job safety meetings in compliance with the company requirements (which includes use of the 4-Point check / Energy Wheel and TBRA tools), ensuring that crews have participated fully in discussions, have determined the safest method to complete the task and have a full understanding of the work to be performed (especially their individual role)
Report all hazards and positively intervene in all observed unsafe acts (Stop Work Authority) Participate in emergency drills, including post-drill debriefs Attend General Safety Meetings Instruct his crews in the safest work methods and provide On-the-Job training Carry out all work activities within the guidelines of Company or Operator Policies or Procedures Ensuring he is familiar with any delegated responsibilities as detailed in the Operators Emergency Response Plan Familiarise him / herself with the Company Safety Policy and to take all reasonable care to ensure the health and safety of him / her and persons likely to be affected by his / her acts or omissions, as required under the company Safety Management System Ensure that they and the persons under their authority properly use and care for their personal protective equipment Ensure that all working areas for personnel are always, so far as reasonably practical, safe and clean Ensure they and persons under their authority attend safety meetings, emergency and lifesaving drills in accordance with the Company Safety Policy Ensure that they and the persons under their authority are familiar with and comply with all applicable Statutory Regulations and Codes of Practice On-Scene Team Leader for all emergencies, as described in the Contingency and Emergency Manual Assist in the training of all personnel in their appropriate emergency duties as per the Station Bills Instruct his crews in the safest work methods under different sea and operating conditions Responsible for the maintenance, inspection and inventory of all Breathing Apparatus units (including hydrostatic testing as required) Responsible for the maintenance, inspection and inventory of all lifesaving appliances (LSA) in compliance with Class / Flag & company requirements Responsible for the maintenance, inspection and inventory of all fixed and portable fire fighting equipment (FFE) in compliance with Class / Flag & company requirements.
