Purpose

• Supports Marine and Cargo operations matter of all vessels in the group and reports to the head of LNG-LPG and FSRU Group

Interrelations

• The Marine Manager reports to the Head of LNG-LPG and FSRU Group and also interrelates with Fleet Manager for the vessels under his direct responsibility, if any. The shipboard management of the assigned vessels reports to the Marine Manager. 

In matters related to assigned vessels, he also interrelates with: 

• Ship staff in connection with briefing visit, selection and screening, vetting and marine matters

• Other internal and external support functions 

• Owner, class society, insurance handlers and other external bodies 

• He interrelates with assigned Project Team from Docking and Special Projects group and reports to Head of docking team for matters related to his vessel Docking Projects 

• The Marine Manager has the authority to:

• Approve requisitions originated on the vessel, and the issuing of purchase orders for the vessels. 

• Approve payment within the limit of $ 25,000 

• Delegate authority to the internal support functions

Main responsibilities and tasks

  • Participate and plan corrective and preventive actions on marine and cargo related matters of LNG, LPG and FSRU vessels for internal/external audits, TMSA reviews and vetting deficiencies and assist in response submission to relevant parties such as OCIMF and Oil Majors.
  • Where required, carry out pre-vetting inspections and train ship staff in preparation of vetting inspections and as required attend onboard during vetting inspections/supervision of cargo operations/coolant and heel loading operations. 
  • Provide support in Cargo Operations and Marine matters for all vessels in the group. 
  • Maintain and assist to continuously improve Operation manuals for Tankers and Gas Carriers (LNG, LPG and FSRU).
  • Support on matters related to charter parties & charterer communication. 
  • Plan and implement cargo operations related procedures. 
  • Ensure the fleet complies with owners standard operating instructions. 
  • Implement company procedures on cargo handling and ensure managers and owners interests are not compromised. 
  • Monitor vessels in respect of adverse weather and provide guidance to vessel Masters accordingly in good time. 
  • Implement manager/Owner triggered campaigns across the fleet and follow up outcome.
  • Give support on matters related to technical operations as required. 
  • Keep technical, marine and cargo operations statistics. 
  • Attend to additional duties as decided during the annual employee dialogue. 
  • Analyse and respond to Undesired Events and participate as instructed in marine and cargo related incident investigations.
  • Participate in evaluation of Shipboard management Systems Review. 
  • Arrange Management Reviews and ensure actions decided upon are implemented.
  • For and on behalf of owners coordinate with Owners, charterers, terminals, external vendors for Ship shore compatibility of Gas vessels. 
  • Where necessary and required, to visit LNG terminals for SSCS meetings. 
  • Where designated and on behalf of owners to review the Ship shore compatibility vessel technical data and terminal technical data and provide support to owners for confirming suitability of LNG vessel to carry out STS with FSRU.
  • Arrange for optimoor mooring forces study for Gas vessels as per terminals requirements and owners’ instructions.
  • Review vessel loading, discharging, gassing up, cooldown and change of tank plans and provide required support to masters and vessel managers. 
  • Review Risk assessments and Management of Change documents for marine and cargo operations.
  • Review and support masters for STS operations of vessels. 
  • Assist in marine and cargo operations related tasks for new projects and takeover vessels. 
  • Attend as required onboard vessels for supporting marine and cargo related issues. 
  • When called for, the marine manager attends as member of the Emergency Response Team.
  • The Marine and Operations Manager may be delegated responsibility for the safe, efficient and environment conscious operation of the vessels.
  • To ensure vessel/s comply with all relevant rules & regulations with special emphasis on the ISM code, the applicable ISO 9001 and ISO 14001 standard as well as flag state, port state and the industry's special requirements and regulations, and render support to ships as appropriate. 
  • During the absence of a Marine Manager, for assigned vessels, the Fleet Manager in the respective Group assumes the responsibility or delegate another back up vessel manager.

Accountabilities

• The position will be measured against safe and incident free operation of the assigned vessels and in line with WSM and Client KPIs.

Qualifications

Mandatory requirements

• Maritime qualifications as Master with seagoing experience of at least 1 year as Master on LNG/LPG vessels. 

• Good command of oral and written English. 

• Basic computer knowledge. 

• Excellent communication skills. 

• Good interpersonal skills in order to develop close relationships with shipboard staff, vessel owners, charterers as well as internal and external support functions. 

Mandatory Training Requirements:
