The Policy Manager/Specialist, Consumer Empowerment & Market Conduct (CEMC) will provide technical support in the advancement of AFI's peer learning and implementation activities in the fields of consumer empowerment & market conduct (e.g., responsible lending, consumer protection, financial literacy, capability and education). AFI's CEMC peer learning initiatives will provide a global platform for central banks, financial regulators, and other financial inclusion stakeholders to understand the role of CEMC in advancing financial inclusion goals. It will also be a pathway to establishing and enabling regulatory environments to fully leverage CEMC in advancing broader sustainable development. The Policy Manager will also oversee and facilitate the Working Group related to CEMC, guide and support the development of their respective work plans and provide technical guidance by coordinating closely with AFI members.

Accountabilities / Key Responsibilities
  1. Facilitate the CEMC Working Group, including direct support to the WG chairs, taking the lead in organizing WG meetings, managing expert input to the WG, and coordinating WG output with the overall AFI learning agenda.
  2. Undertake the development of knowledge products of CEMC in financial inclusion including special reports, regulatory guideline notes, case studies, survey analysis, and blogs.
  3. Track and analyze policy innovations and trends in CEMC policy to support the Working Groups and AFI Network.
  4. Establish, oversee and personally undertake capacity building services for AFI's member regulators to advance knowledge of relevant CEMC developments and regulatory approaches, including member trainings, peer advisory and the development of an online learning module.
  5. Contribute and support conceptualizing, preparing and organizing regional and/or global conferences and events such as the annual Global Policy Forum (GPF), regional initiative meetings, capacity building programs, etc.
  6. Develop and review the drafting of technical reports on CEMC and other financial inclusion policy topics. Additionally, be responsible for quality control of or provide technical comments on drafts developed by others, and/or contributing to the review of AFI members' draft policy or regulatory document related to CEMC.
  7. Lead and support in successfully implementing CEMC related in-country technical assistance programs.
  8. Draft and coordinate communication materials such as blogs for the AFI website, presentations, briefs, and conference materials.
  9. Develop and maintain excellent relationships with key stakeholders in the field of CEMC (development partners, academics & research institutions, private sector, etc.).
Qualifications & Experience
  1. An advanced degree in relevant fields such as economics, finance, business, commerce, public sector policy, and laws.
  2. Minimum 8 years of progressive experience in the field of consumer empowerment and market conduct.
  3. At least 2 years of experience with direct exposure to financial inclusion policy, financial sector regulation, and/or the role of CEMC in sustainable financial sector development is preferred.
  4. Work experience in the regulatory/policy making institution will be an advantage.
Technical & Behavioral Skills
  1. Research and analytical skills to work and inform policy recommendations.
  2. Excellent written and spoken English skills, with a track record of written publications (papers, articles, blogs), and experience of presenting at conferences or in training workshops would be an advantage.
  3. Data analysis skills to conduct research and develop policy recommendations, and/or produce strategy documents, especially related to consumer protection, market conduct, financial literacy, data privacy, etc.
  4. Proficient computer (Outlook, Word, Excel, PowerPoint, Database) and Internet research skills are expected.
  5. Able to think, plan and act with a long-term perspective – to develop and implement plans and projects that deliver strategic and long-term outcomes.
  6. Strong relationship building, negotiation, influencing, guiding, communication, diplomacy, and advocacy skills, with the ability to contribute to building productive relationships and partnerships across the organization and with stakeholders.
  7. Ability to work independently and flexible to adapt to changing work requirements.
  8. At times, the incumbent may have to work in different time zones as AFI members and regional offices are spread across the globe.
  9. Extensive travel may be required during specific periods depending on members' demand.
