From the start of site activities until the hand-over of the plant, Site HSE officer support the HSE Manager to coordinates all site HSES efforts and activities, and represents towards the customers, partners, subcontractors regarding HSES issues. And he will assist to lead and guide his team of HSES engineers.

**Job Roles/Responsibilities**:
**Supporting HSE Manager in the following scopes**:

- Support to draft the Site HSES Plans for construction and commissioning: Safety, Health, Environment, Security and Welfare Plan. Together with the Site Manager, check and co-validate the subcontractor’s HSES Plan, risk assessment and other required procedures and support documents.
- Support to draft the Emergency Response plans (identified potential scenarios, resources, response, hospital recommended by locals and/or International SOS, emergency numbers ).
- Support to chair the weekly HSES Meeting attended by Contractor and Sub-contractors’ Site Managers and HSE Staff.
- Participate in construction/commissioning coordination meetings with Subcontractors.
- Continuously evaluate project working conditions and safe work practices, and if warranted, develop positive recommendations and good practice for project management.
- Support to make regular/based-on-needs inspection, identification of hazardous situations, and ensure correction/prevention actions are properly traced in written form.
- Support to check that at least 2 (or more, if subcontractor, Client, local regulations are more restrictive) monthly safety surveys with topics (welding, scaffolding, work at height etc) are organized by subcontractor’s safety manager or officers.
- Support in special construction and safety plans for specific activities, defined by laws and regulations, are prepared by contractors and approved e.g. excavation, scaffolding erection, heavy lifting.
- Assist to assess all the risks at site for the entire duration of the project and ensure that the safety mitigation measures are implemented
- Support to manage security aspects (Site access of personnel, vehicles, materials, equipment and tools for normal working hours and overtime, specific procedures with guardians in charge of the site security )
- Support to ensure data of security is accessible as needed in a quick time
- Assist to ensure compliance with trained/certified fire helpers and first aiders rate (based on company’s Standards and local regulation).
- Assist to plan and organize drill/emergency response exercise: at least once for each category during the construction and commissioning progress) including Evacuation exercises, Fire exercises, and First aid exercises etc
- Support in general medical checkup reports for site population, and occupational health certificate for special positions (welders, NDE operatorsetc) and checked, collected as per contract and local regulation requirements.
- Check that the subcontractor’s site facilities are in compliance with health minimum regulations defined by company and that these installations had been controlled according to local norms and requirements, e.g. drinking water station, sunshades, restroom, toilets, shower etc as per contract and local regulation requirements.
- Check that all site populations have statutory and necessary qualification and competency, and all related certificates and proof are collected and archived, e.g certificates of electrician, forklift and crane operator etc.
- Check that all project populations have followed the necessary safety training based on their job (safe work permit, crane driving license, scaffolding erector, work at height,), and training records are archived with training record database, training stickers on helmet and filling of training record card, as per contract and local regulation requirements.
- Support to ensure right understanding of feedback culture for site population - complementary tool for safety management instead of contradictory.
- Support to ensure way of feedback channel - event category and reporting process etc
- Inspire leadership and commitment of management for both company and contractors’ organization.
- Support to Launch safety campaigns to visualize safety culture.

**Qualifications & Experience**:

- Education: University Degree on Bachelor Level in Technical Field
- Training & Certificate: HSES-related certificate & training courses in HSES field
- Working Experience: 5-10 years of professional HSES experience in the construction and commissioning of Chemical Industry, O&G or Chemical project
- Experience at ASU will be preferred.
- Working experience of supporting and preparing for the ConSASS (Construction Safety Audit Scoring System) audit at construction site and familiarity with the ConSASS checklist

**Salary**: RM6,000.00 - RM15,000.00 per month
