Job Summary
The Fugro SEA Quality, Health, Safety, Security and Environmental (QHSSE) shared service line is looking for an experienced and motivated QHSSE Advisor to provide QHSSE support to the Fugro Marine Business Line in Malaysia.
The position will be based in Kuala Lumpur with QHSSE support provided to Malaysia and other Fugro Marine entities based throughout South East Asia (SEA).
As QHSSE is a shared service, support to the Land Business line may be required from time to time as directed by the QHSSE Manager.
Key Responsibilities (include but are not restricted to):
- Providing QHSSE advice and support to **Commercial Managers **, including completing Invitation to Tender and Prequalification QHSSE Questionnaires;
- Providing QHSSE advice and support to **Project Managers **throughout the project lifecycle:
- Assist in drafting and review of the following project documents:
- Quality Plans;
- Project HAZID / HIRA’s;
- HSSE Plans;
- Emergency Response Plans.
- Review health questionnaires submitted by project personnel;
- Facilitate HAZID workshops and consolidate final HAZID;
- Support PMs during client interfacing, such as meetings and conference calls as required;
- Support on-site kick off meetings (KOMs), promote and roll out HSE awareness campaigns as required;
- Undertake site inspections as required;
- Liaise with and provide support to site safety supervisors;
- Initiate appropriate action following receipt of a report of any QHSSE incident;
- Undertake or participate in project related incident and non-conformance investigations as required;
- Review project related Change Requests for QHSSE implications / significant risk;
- Ensuring project related investigations and corrective actions are closed out promptly;
- Update project QHSSE documentation as changes occur;
- Assist in the review of project related safe working practices (SWP’s) and instructions to ensure compliance with Fugro QHSSE Standards;
- Assist with project related IMPACT reporting;
- Assist with Project Health Checks;
- Provide a summary report of project QHSSE performance.
- Undertake the duties and responsibilities of Safety and Health Officer (SHO) as required by OSH Act of Malaysia.
- Registered with DOSH as Safety and Health Officer, with valid registration certificate.
- Assisting the **QHSSE Manager **in:
- Improving QHSSE awareness and ensuring that policies, procedures and working practices are carried out in accordance with the company, statutory and regulatory requirements;
- Assist in organizing and carrying out QHSSE meetings, audits, inspections and inductions as required;
- Participating in QHSSE meetings;
- Ensuring management is advised of any deficiencies in equipment standards, operating procedures etc.;
- Co-ordinating, scheduling and assisting in QHSSE training/activities within the Company;
- Preparation and reporting of monthly QHSSE statistics to Regional QHSSE Manager;
- Supervise direct reports in accordance with HR policies;
- Liaise with other QHSSE personnel in the region as necessary for all matters pertaining to Quality, Occupational Health, Safety and Environmental Protection;
- Actively support all company policies and standards, leading by example.
Background
To be successful in this role you must have the following skills and attributes:
- Medically Fit for Work;
- At least 3 years’ experience in the construction or onshore oil and gas industry;
- At least 2 years’ experience in a similar QHSSE role;
- At least a NEBOSH certification in occupational health & safety or equivalent;
- Valid DOSH Registration as Safety and Health Officer (SHO “Green Book”)
- Certification in auditing (e.g. ISO 9001, 14001, 45001 / OHSAS 18001);
- Experience in using Quality and HSE Management Systems;
- Demonstrated incident investigation knowledge and experience;
- Demonstrated knowledge of relevant Malaysia and regional OSH legislation;
- Demonstrated knowledge and proficiency in Microsoft Office Programs (MS Word, MS Excel, etc.).
- Experience or training in:
- Hazard identification and risk management;
- Development and review of HSE plans, and ERPs;
- Development and review of Risk Assessments (TRA/JSA/JHA);
