Chief Officer

In-charge of the deck department. His main responsibilities are to assist the Master in managing the day to day operations of the vessel and to ensure the deck department carry out its responsibilities as required by the Master. He is also the appointed Safety Officer onboard and will be reporting to Master on any issues related to safety. The duties of the Chief Officer includes but not limited to the following:

- i. Maintenance and upkeep of the hull and accommodation superstructures. Supervising painting and cleaning of the hull and accommodation superstructures, accommodation spaces, galley, deck store, deck equipment, etc. Ensure these are maintained in a clean and hygienic condition. ii. Carrying out maintenance and upkeep of all gears for cargo-handling, anchor-handling and towing, etc. He shall check these gears at intervals as provided in the Planned Maintenance System and ensure they are safe and efficient for the intended use. These checks should be recorded properly. iii. Maintain an updated list of all the gears on board and accompanying certificates (if available). iv. In-charge of the deck cargo and handling. He shall ensure cargo is stowed and lashed safely to prevent it from being washed overboard or affect the vessel's stability and deck load capacity. v. Instruct deck crew for the day-to-day work. vi. Ensuring deck crew are wearing the appropriate personnel protective equipment while working and using them correctly. vii. Keeping navigational watch as an Officer of the Watch. viii. Ensure shipboard generated wastes are disposed of correctly as recommended by the Garbage Management Manual. ix. Care, maintain and inspect fire-fighting and life-saving appliances at intervals recommended by the SMS and to ensure they are valid, in satisfactory working condition and capable of being used when needed. Maintain maintenance records and an updated list of all safety equipment on board and reporting to the Master of any short-fall. Refer to SOM-03. Section 6 Equipment Checks for Operational Reliability x. Co-ordinate replenishment of deck stores, cargo gears, towing and anchor-handling and towing gears, tools, equipment, etc. for the deck department. xi. Assist the Master in enforcing the shipboard DRUG AND ALCOHOL POLICY and reporting to the master of any crew that is found intoxicated under the influence of drugs or alcohol. xii. Understudy the master and in the event the master is incapacitated, assume the Master's duties and responsibilities until the he is fully recovered or deployment of a new Master. In the absence of the Master, the Chief Officer shall act on his behalf. xiii. May delegate some of his duties to the Second officer, as approved by the Master. xiv. Perform any other duties the Master may deem necessary for the safe and efficient operation of the vessel as circumstances dictate.
