Job Description:

The Senior Contracts Manager will oversee contract obligations, including pre-contract and post-contract management, to ensure timely completion of infrastructure, building, and defect rectification works. This involves verifying claims and recommending payments to contractors and subcontractors while ensuring compliance with ISO 9001 requirements.

Leading the Purchasing Department, the successful candidate will approve materials needed for project completion and plan, schedule, and monitor tender processes. This includes reviewing tender documents and specifications, conducting tender interviews and clarifications, and evaluating costs to achieve competitive pricing.

Key Responsibilities:

  • Oversee contract obligations, including pre-contract and post-contract management
  • Verify claims and recommend payments to contractors and subcontractors
  • Lead the Purchasing Department and approve materials needed for project completion
  • Plan, schedule, and monitor tender processes
  • Handle all contractual disputes and ensure timely resolution
  • Conduct compliance reviews to ensure adherence to contractual obligations
  • Prepare project budgets and control construction costs within budget
  • Perform site inspections to monitor work progress and ensure compliance with contracts and specifications
  • Verify and prepare progress claims and final claim certifications
  • Monitor contractor performance on workmanship, compliance, and schedules

Requirements:

  • Diploma/Advanced Diploma, Bachelor's Degree, or Professional Degree in Quantity Surveying, Building, or related fields
  • Minimum 10 years of experience in purchasing, contract administration, planning, cost control, and contractual matters
  • Strong analytical, leadership, and interpersonal skills
  • Established contacts and resources with consultants, subcontractors, and suppliers
  • Ability to manage tight deadlines, schedules, people, and assets
  • Excellent communication skills, with a preference for technical writing experience
