Why does this job exist and why is it critical?

Team Lead for Regional permitting teams providing leadership and guidance for the team to acquire the permits, recover the wayleave deposits and working closely with the OSP rollout Project managers, Transport planners and Vendor management team.

Project monitoring on permitting progress of all on-going FTTH projects, vendor, and stakeholder management, ensuring effective permit delivery for the Project Managers to rollout.

Responsible for daily management of permitting activities by Vendors scopes which include weekly update meeting on permit progress, escalation to vendors management and reporting to OSP Project Managers.

Managing a strong relationship with the Right Of Way (ROW) owners such as local councils (PBT), JKR, Land Office & Landlords.

Working in closely with underlying rights group to identify and prepare start work permit by the authorities (External Trenching Permits - ETP) and building access permit (Internal Trenching Permit - ITP).

Monitor & manage all permitting activities by Vendors are complying with each State Technical Agencies guidelines including liaison with State appointed Fiber OSA (One stop agency).

Monitor & manage mapping works activities by Vendors and appointed UDM companies.

Records and track CPC (Certificate of Practical Completion) acceptance for all completed projects and responsible to trigger the deposit refund from each PBT & JKR.

Assists permitting team on permitting challenges on the ground by attending the meeting and to establish good & strong relationship with local councils & authority for immediate solutions.

To work closely with the Permitting Program Manager in ensuring a timely tracking of permit acquisition progress, escalation, projection and consistently engage with the OSP rollout manager on a timely basis.

At the end of each project, to lead and oversee the wayleave deposit recovery from PBT/JKR are to be within 2 years period and to work closely with Finance team on the projected plan deposit recovery.

- Good established repo with JKR State & Districts, PBT, State OSA, DBKL.
- Familiar with utilities permitting processes and guidelines/procedures in the Peninsula, Sabah & Sarawak.
- Strong technical background in OSP/ODN rollout.
