Ground and Cargo Safety Manager

**Job title: Ground and Cargo Safety Manager**

Functional Responsibility The Ground and Cargo Safety Manager is responsible to the Head of Aviation Safety for providing assistance and support, at the same time oversight on all Ground and Cargo Operations for implementing, maintaining and continuously improving an effective Safety Management System (SMS) in Ground and Cargo Operations, in accordance to regulatory, company, ICAO and IOSA requirements; and ensure continuous compliance to all applicable local and international regulations and standards, as well as Capital A Group requirements.

**Functional Duties**:
Safety Policy and Objectives

1.1 Management commitment Safety Objectives and Targets
- Assist Ground and Cargo Operations in developing Safety Objectives and targets.
- Regularly review Safety Objectives and targets with Ground and Cargo Operations for suitability.
- Assist and ensure Safety Objectives and targets are communicated throughout all Ground and Cargo Operations.
- Monitor Safety Objectives and targets and keep Head of Aviation Safety, as well as Group Head of Ground and Cargo Operations updated regularly.

1.2 Safety accountability and responsibilities Assist, support and oversight on Ground and Cargo operations are conducted in accordance with applicable regulations and safety standards of the organization.

1.3 Coordination of emergency response planning Assist, support and oversight on Ground and Cargo Operations’ emergency response, planning and exercises.

1.4 SMS documentation Assist, support and oversight on Ground and Cargo Operations in documenting ALL safety related policies, planning, processes, procedures, programs and records in relevant manuals and the central Safety Data Collection and Processing System (SDCPS) as applicable, in accordance with organization documentation and records control requirements.

Safety risk management

2.1 Hazard identification
- Assist, support and oversight on Ground and Cargo Operations in identifying, reporting, recording, and investigating hazards from all sources.
- Assist, support and oversight on Ground and Cargo Operations safety investigation in accordance with safety investigation process and procedures, as well as clearly identifying root cause(s).
- Carry out safety investigation as required by the Accountable Executive, Chief Safety Officer, Head of Aviation Safety, Group Head of Ground and Cargo Operations, or as required by the management. 2.2 Safety risk assessment and mitigation Assist, support and oversight on Ground and Cargo Operations in ALL risk assessments and formulating mitigation actions for hazards, risk and root causes identified.

**Safety assurance**

3.1 Safety performance monitoring and measurement

3.1.1 Internal audit
- Perform internal audits on Ground and Cargo Operations to assess the effectiveness of the SMS and identify areas for potential improvement.
- Follow-up and ensure closing of all findings identified from internal audits.

3.1.2 Safety performance monitoring
- Assist, support and oversight on Ground and Cargo Operations in developing Safety Performance Indicators and Targets, as well as taking necessary actions to maintain the targets.

3.2 The management of change Assist, support and oversight on Ground and Cargo Operations management of change process.

3.3 Continuous improvement of the SMS Assist, support and oversight on the continuous improvement of Ground and Cargo Operations SMS.

Safety promotion

4.1 Training and education Assist, support and oversight on Ground and Cargo Operations SMS training and education for all management and non-management personnel.

4.2 Safety communication Assist, support and oversight on Ground and Cargo Operations in communicating safety objectives and procedures, lessons learned from investigations and case histories or experiences and relevant safety related information to all appropriate personnel.

**Role Duties**
- Develop annual plan and budget developments for sub-department to align with department-wide’s strategy including ensue budget adherence to the approved budget
- Lead SOPs development and amendment to ensure all SOPs align with business objectives and regulatory requirement
- Track operating progress and result against annual plan and KPIs to ensure targets are met; develop action plans as needed
- Lead the identification of innovation and continuous improvement initiatives Additional or Other Duties
