Senior Regulatory Compliance Engineer

We are currently based at KL Eco City, Malaysia.

Role Purpose

Performing and leading activities related to implementation of Regulatory Compliance framework, including those related to Systems and Processes, Technical Support, Training, and Audits/Inspections. This includes the development, analysis, and improvement of processes specifically tailored for Regulatory Compliance, ensuring support to meet regulatory requirements across all impacted projects/departments, developing training programs related to the Regulatory Compliance area, development and leading of the Audit process.

Key Accountabilities

Procedures and Standards


• Identify the need and coordinate the development of Corporate Standards / Guidelines related to Regulatory Compliance, considering the project lifecycle.


• Arrange/perform a gap analysis between relevant Corporate Standards and Specifications and applicable regulatory requirements.

Regulatory Compliance Systems and Processes


• Develop a Regulatory Compliance strategy, support the implementation of a management system, and define Regulatory Compliance processes.


• Develop and support an effective Regulatory Compliance program to assess the efficiency and sustainability of interfaces, actions, evidence, and controls, and to continuously improve them.


• Initiate required updates of the processes and systems based on the assessment results, lessons learned, and scope changes (e.g. new country of operation).

Regulatory Technical Support


• Identify and analyze regulatory requirements and their changes, map them by Project Disciplines, Area, System, and Subsystem, evaluate their impact on the project, update the requirements considering projects outcomes.


• Arrange/offer advisory on the latest regulations and ensure that all applicable regulatory requirements are comprehended by the pertinent project/department.


• Develop checklists based on applicable legislation to assist projects throughout the inspections in all phases, including Construction, Integration, and Commissioning.


• Assess and coordinate third-party Regulatory-related services and providers.

Regulatory Compliance Audits/Inspections


• Define, plan, and lead the audit process to ensure projects' compliance with local regulations and internal guidelines.


• Develop checklists for the internal audits and inspections considering the project specifics.


• Integrate internal verification activities within the projects to ensure adherence to the most recent regulations, encompassing both scheduled audits and inspections and random spot checks.


• Assist projects during External (Client, Regulatory Authority) Audits and Inspections associated with relevant International and local standards and regulations and follow up actions at corporate level.

Regulatory Compliance Training and Development


• Develop and implement a Regulatory Compliance Training Program.


• Carry out the training needs survey to determine the necessary training and development measures for the annual training plan.


• Organize and carry out corporate and project trainings employing various methodologies tailored to the audience and content pertinent to Regulatory Compliance.

Stakeholder Management

Collaborate closely with responsible personnel across multiple departments, including Project Management Team, Engineering, CIC, Procurement, Project Quality, Pre-Operations, and Operations.

Performance Monitoring and Reporting KPI

Develop KPIs related to Regulatory Compliance, analyze the performance.

Project Coordination (if assigned to a project)


• Develop the Regulatory Compliance Plan (RCP) for the project as per Company Standard.


• Act as owner of the Regulatory Compliance Plan and Regulatory Requirements Register.


• Disseminate regulatory requirements to Discipline Lead Engineers, Package Engineers, and other relevant project team members.


• Arrange/hold relevant Regulatory Compliance workshops on the project.


• Review RFQ/PO packages, Engineering deliverables, and selected Suppliers' documents to ensure that regulatory requirements are included and followed.


• Plan Regulatory Compliance Audits/Inspections on the project, arrange/conduct relevant internal inspections, and coordinate required 3rd-party audits/inspections.


• Monitor and verify requirements to confirm project regulatory compliance and follow related records (Evidence of non-Compliance, Corrective actions).


• Provide Weekly / Monthly updates on the project Regulatory Compliance activities and status.

Qualifications


• Min. Bachelor's / Master's degree (preferably Engineering, Industrial Safety, Environmental)

• Desirable: Post Graduate qualifications in HSSE Discipline

• Minimum 8 years of experience in Regulatory Compliance processes and/or implementation of HSEQ management systems, preferably in Oil and Gas Upstream EPCI Projects

• Minimum 5 years of experience in Audit (as an Auditor) and/or Training process.

• Qualified as an Auditor of ISO 9001/ISO 14001/ISO 45001 Management Systems
 

Competencies

Technical:


• Deep understanding and knowledge of appropriate Oil & Gas regulations and laws, including International, which allows the individual to plan and conduct Training Program and Audits/Inspections independently and to be able to mentor less experienced team members.

• Extensive knowledge in ISO 9001, ISO 14001, ISO 45001, ISM Code and International regulations such as MARPOL, SOLAS, IMO Codes, ILO, IOGP, and standards of API, NFPA, ISO and other.

• Analytical research and writing skills with a demonstrated ability to research and analyze law and regulatory requirements.

• Possesses problem-solving skills, is organized at work and able to manage multiple priorities in a dynamic, fast-paced environment and occasional ambiguous situation.

• Ability to liaise and communicate with employees and management staff at all levels.

• Desirable: Knowledge of Brazilian Occupational Health and Safety, Operational Safety regulations supervised by ANP, DPC, CONAMA, IBAMA, etc. OR Australian Industrial Safety and Environmental regulations supervised by NOPSEMA, AMSA, DAFF etc. OR other complex regulatory framework for Oil and Gas Upstream EPCI Projects

• Desirable: Knowledge of Power BI and associate tools.
