RESPOSIBILITIES:

Regulatory & Standards Compliance:

• Ensure full compliance with Malaysian laws and regulations, including Department of Occupational Safety & Health (DOSH), Department of Environment (DOE), Occupational Safety & health Act 1994, Environment Quality Act 1974, compliance to HSE requirement for contractor and facility operation. To maintain and update HSE procedure in line with industry standards.
• Lead development of company-wide HSE policies, manuals, and safe operating procedures (SOPs), yearly budget, provide guidance to supervisors, engineers, and site personnel on HSE matters.
• Develop HSE strategic plans, KPIs, and reporting frameworks.

Leadership & Management:

• Lead development of company-wide HSE policies, manuals, and safe operating procedures (SOPs).

Risk Management

• Lead Hazard Identification (HAZID), Job Safety Analysis (JSA), HAZOP, and risk assessments.
• Ensure effective control measures are implemented for all high-risk activities (e.g., confined space, hot work, working at height, lifting).
• Ensure emergency response plans (ERP) are in place and regularly tested.

Incident Management & Site Inspection

• Lead incident investigations, root-cause analysis (RCA), and corrective action plans.
• Ensure timely reporting of incidents/near misses to authorities and clients.
• Maintain incident statistics and ensure continuous improvement.
• Conduct routine HSE inspections at offshore and onshore facilities.
• Lead internal audits and coordinate external audits (e.g., client audits, ISO certifications).
• Ensure contractors comply with project HSE requirements.

Training & Competency

• Develop annual HSE training plans for staff and contractors.
• Conduct HSE induction, toolbox talks, emergency drills, and awareness programs.

Environmental Management

• Monitor waste management, emissions, spill prevention, and pollution control activities.
• Ensure compliance with DOE requirements, including scheduled waste (SW) handling and reporting.
• Lead environmental impact assessments and environmental monitoring programs.

Documentation & Reporting

• Prepare monthly HSE reports, KPIs, and performance dashboards.
• Maintain HSE records such as permits, training logs, audits, and inspection checklists.
• Support tender submissions with HSE documents, statistics, and certifications.

REQUIREMENTS:

1. Bachelor's degree in Engineering, Safety, Environmental Science, or related field.
2. 5–7 years' experience in HSSE management.
3. NIOSH Safety & Health Officer (SHO) Certificate (Green Book – registered with DOSH).
4. ISO 45001 / ISO 14001 Auditor certification is an added advantage.
5. Strong leadership, communication, and coaching abilities.
6. Good understanding of Malaysian regulatory frameworks.
7. Able to work in high-risk environments including offshore operations.
8. Excellent documentation and reporting skills.
