Qualifications & Experience

  • Diploma or Degree in Quantity Surveying, Construction Management, or a related field.
  • Able to communicate in English (spoken and written).
  • Minimum 3 years of experience in the industrial construction sector, preferably with a main contractor.
  • Familiar with civil, structural, and architectural works in industrial facility projects.

Technical Competencies

  • Strong capability in quantity take-off, cost estimation, variation order (VO) management, and subcontractor procurement.
  • Solid understanding of construction methods, sequencing, and market pricing.
  • Familiar with Malaysian contract standards and practices (e.g. CIDB, SMM, subcontracting procedures).
  • Proficient in MS Excel, AutoCAD, and QS software such as Glodon TAS, TRB, or equivalent.

Soft Skills

  • High attention to detail with strong commercial awareness.
  • Excellent communication and negotiation skills with subcontractors, suppliers, and internal teams.
  • Able to work under pressure and manage multiple cost, procurement, and reporting tasks concurrently.

Job Responsibilities / 岗位职责

Pre-Contract Stage (Tender & Estimation)

  • Review and analyze tender drawings, specifications, and BOQs from clients and consultants.
  • Identify discrepancies, incomplete details, or conflicting information and raise tender clarifications.
  • Capture the full scope of work, including items not explicitly stated in the BOQ but reflected in drawings or specifications.
  • Perform accurate quantity take-offs and assist in tender pricing exercises.
  • Source, compare, and compile quotations from suppliers and subcontractors.
  • Participate in value engineering exercises to improve cost competitiveness.
  • Assist in the preparation and submission of tender documents.

Post-Contract Stage (Project Execution & Procurement)

  • Prepare and submit progress claims to clients and verify subcontractor claims.
  • Identify, evaluate, and manage variation orders (VOs) with full supporting documentation.
  • Monitor and control project costs; prepare cash flow forecasts and monthly cost reports.
  • Manage subcontractor and supplier procurement, including:
  • Sourcing and evaluating quotations
  • Coordinating technical and commercial clarifications
  • Preparing award recommendations
  • Drafting and issuing LOIs / LOAs
  • Administer contracts and manage ongoing commercial communication with vendors.
  • Attend site meetings and coordinate closely with project, site, and commercial teams to ensure cost control and schedule alignment.
  • Assist with final account preparation and project close-out.
