Engineer Turnaround

Job Purpose

Job planning, scheduling, execution, tracking, updating and record keeping. Document Work Scope Collection Process. Train key contributors on their roles with respect to scope identification and scope freeze (i.e. what is expected of engineering, operations, etc. to gather scope).

Key Accountabilities

• Write planning basis document to outline assumptions, planning quality requirements, necessary elements of each plan, data transfer method to scheduling tool, etc.
• Recommend resource requirements and needs to the TA manager. Document planning requirements and oversee planning quality.
• Conduct detailed planning using the planning basis. Assign pre-turnaround work execution supervision responsibility.
• Define minimal work packs content, package quality expectations and planning status reporting metrics. Worklist generation,
• Job pack development, Define work packs review & approval process. Complete all work packs planning. Prepare contractor bid requests.
• Review Bid Packages for Major Contracts. Participate in contractor mobilization plans. Document equipment bills of materials (BoM's) and order materials. Build work packs using pre-determined guidelines. Submit Preliminary Work Scope to Contracts.
• Add Computer Maintenance Management System (CMMS) backlogged TA Work Orders to Worklist. Define Critical Spares, Define Hydroblast Requirements, Define Special Tools, Develop Isolation Device Supply Plan. Define Tool Supply and Tool Room Procedures, Document field tagging guidelines.
• Complete critical path constructability reviews, Complete crane and rigging plans. Complete scope risk assessment, Complete all work packs reviews.
• Complete Critical Spares refurbishment, Review Schedule with Contractor Distribute All Work packs to Field Supervision, Incorporate Scope Changes into Work packs.
• Review PM requirements and approve all deviations/changes. Provide technical resource for vendor's interpretation of specifications.
• Provide engineering support for inspection as needed. Review and approve specialty contractors.
• Contribute in the close out report during post TA Project End Review (PER).

Qualification & Experience

• Degree in Engineering or any related engineering/science field.
• Minimum 3 years in Plant Operation in Refinery, Steam Cracker and/or Petrochemical.
• Turnaround Worklist Registration
• Turnaround Detailed Planning
• Turnaround Execution
• A good understanding of the shareholder agreements such as feedstock and product supply agreement
