Key Responsibilities

1. Safety & Health Management

  • Develop, implement, and monitor RAW Energy's Safety and Health policies and procedures.
  • Ensure compliance with the Occupational Safety and Health Act (OSHA 1994), Factories and Machinery Act (FMA 1967), and other relevant legislation.
  • Conduct regular workplace inspections, hazard identification, and risk assessments across factory, farm, and silo operations.
  • Investigate incidents and accidents, perform root cause analysis, and recommend corrective and preventive measures.
  • Maintain safety records, permits, and statutory documentation for submission to DOSH and relevant authorities.

2. Sustainability & Environmental Responsibility

  • Lead sustainability initiatives in line with the company's environmental goals and biomass industry standards.
  • Monitor and manage environmental impacts including waste management, emissions, and resource efficiency.
  • Support ISO 14001 implementation, and ensure alignment with ESG (Environmental, Social, Governance) reporting requirements.
  • Drive continuous improvement in energy efficiency and pollution prevention programs.

3. Training & Safety Awareness

  • Conduct safety inductions, toolbox talks, and emergency response training for employees and contractors.
  • Develop HSE training modules and ensure all staff understand their roles in maintaining a safe workplace.
  • Promote a culture of safety ownership through regular campaigns and engagement programs.

4. Emergency Preparedness & Coordination

  • Develop, implement, and periodically test the Emergency Response Plan (ERP).
  • Coordinate fire safety, first aid, and emergency teams.
  • Liaise with Fire Department (BOMBA), DOSH, DOE, and Bintulu Port Authority for compliance and emergency readiness.

5. Leadership & Compliance Reporting

  • Advise management on compliance status and recommend continuous improvement strategies.
  • Act as the main liaison with government agencies on safety and environmental matters.
  • Provide monthly HSE performance reports and updates to the management team.
  • Mentor and guide junior HSE staff or site safety coordinators.

Requirements
  • Registered Safety and Health Officer (Green Book Holder) with DOSH, Malaysia.
  • Minimum 15 years of working experience in Safety, Health, and Environment (HSE) — preferably in biomass, energy, manufacturing, or plantation industries.
  • Strong understanding of Malaysian HSE legislation and regulatory frameworks.
  • Proven experience establishing HSE systems and culture in a startup or growing company environment.
  • Excellent leadership, analytical, and problem-solving abilities.
  • Strong communication and interpersonal skills to work across multiple sites and levels.
  • Based in Bintulu Port and willing to travel between operational sites.

Preferred Qualifications
  • Diploma or Degree in Occupational Safety and Health, Environmental Science, or Engineering.
  • Certifications in ISO Occupational Health & Safety Management) and ISO Environmental Management).
  • Experience in sustainability or ESG reporting will be an added advantage.
