HR Manager/Assistant Manager

RESPONSIBILITIES:
1. Strategic HR & Policy Management:
- Develop and implement HR strategies, policies, and procedures in line with the organization's goals and Malaysian legislation (e.g., Employment Act 1955, Industrial Relations Act 1967).
- Manage the employee handbook and ensure all staff are aware of company policies.
- Act as the primary liaison for Industrial Relations (IR) matters, including managing internal disputes, disciplinary actions, domestic inquiries (DI), and liaising with the Department of Labour (JTK) or Industrial Court when necessary.
2. Talent Acquisition & Management:
- Manage the end-to-end recruitment process, including job postings, screening, interviews, and onboarding.
- Develop and manage the company's performance appraisal and succession planning.
- Oversee training and development programs to enhance employee skills and career growth.
3. Compensation & Benefits (C&B) and Payroll:
- Manage the monthly payroll process accurately and timely, ensuring compliance with statutory requirements: EPF, SOCSO, EIS, and PCB etc.
- Conduct salary benchmarking and manage the annual salary review/increment and bonus cycle.
- Administer employee benefits and insurance schemes.
4. HR Administration & Employee Relations:
- Manage and maintain accurate employee records.
- Handle employee grievances, counselling, and exit processes.
- Organize employee engagement activities and foster a positive organizational culture.
Additional Responsibilities:
- Spearhead the implementation and compliance with the Occupational Safety and Health Act 1994 (OSHA) and relevant regulations.
- Maintain the Safety and Health Committee (where applicable).
- Develop and conduct OSH training, safety inspections, risk assessments (HIRARC), and accident investigation/reporting to DOSH (Department of Occupational Safety and Health).
- Ensure the workplace is safe, managing fire safety protocols and emergency preparedness.
REQUIREMENT:
- Bachelor's Degree in Human Resources Management, Business Administration, or a related field. Professional certification (e.g., from MIHRM) is an advantage.
- Minimum of 5-7 years of progressive HR experience, with at least 2-3 years in a managerial or senior supervisory role.
- Mandatory deep and current knowledge of Malaysian labour laws, including the Employment Act 1955 (and its recent amendments) and Industrial Relations Act 1967.
- Knowledgeable about the Occupational Safety and Health Act 1994.
- Certification as an OSH Coordinator (OSH-C) is a significant advantage..
- Excellent communication, interpersonal, and leadership skills.
- Ability to work effectively in a fast-paced, dynamic environment, managing multiple priorities and deadlines.
- Strong problem-solving skills, attention to detail, and commitment to quality and accuracy.
- Demonstrable proficiency across all core HR functions; Talent acquisition, compensation & benefits, payroll processing (including statutory compliance), performance management, training and industrial relations.
- Immediate availability or within one month is preferred.
