The Technical Manager is responsible for all Technical Matters and management which includes the planning, coordination, and execution of maintenance of all NDT & Inspection Contracts under the company.
Key Responsibilities:
- Liaising closely with the designated representative(s) e.g. Operation Manager, Coordinator, ASNT Level 3, RPO, IRATA Coordinator & COO in relation to the performance of the WORKS and shall ensure that all WORKS, including but not limited to the compilation of reports, is performed and completed in accordance with the provisions of this CONTRACT, efficiently, expeditiously and on time.
- Being fully aware of, duly comply with and cause/procure PESB's personnel to duly comply with, the requirements of the Atomic Energy Licensing Act 1984 (ACT 304) and all APPLICABLE LAWS (including those which may come into force in Malaysia at any time within the CONTRACT PERIOD), with regards to ionizing radiation.
- Ensuring that all personnel have valid competency certificates, trainings and working permits and any other regulatory documentation at all times throughout the CONTRACT PERIOD.
- Ensuring that all personnel have valid certifications and attended trainings, as specified in the CONTRACTS SPECIFICATIONS and which are required for the performance of the WORKS, in compliance with the requirements of the provisions of this CONTRACT.
- Ensuring that all the WORKS are carried out in accordance with the provisions of this CONTRACT, the client's requirements and specifications, local and international standards as approved by the CLIENTS and the PESB's procedures. For the avoidance of doubt, all the PESB's procedures shall be submitted to the respective clients for review and approval prior to the commencement of the WORKS.
- Ensuring that the PESB's equipment (NDT & Inspection) to be used for the performance of the WORKS are maintained in a good and safe working order, properly serviced and correctly calibrated. To manage and increase equipment utilization within the Inspection contract.
- Assisting the Operation Manager in their performance of the WORKS, in particular with regards to the review of the contractor and/or subcontractor quality control and quality assurance manuals and NDT procedures.
- Assisting the Operation Manager/ Coordinator in the preparation of all reports as may be required by the CLIENTS and ensure that such reports are prepared and submitted in accordance with the requirements and schedule stipulated under this CONTRACT.

Planning and Scheduling:
- Develop detailed turnaround execution plans including scope, schedule, resource allocation, and budget.
- Coordinate with engineering, maintenance, operations, and procurement teams to ensure all preparatory work is completed on time.
- Establish turnaround milestones and ensure all stakeholders are aligned with the timeline and deliverables.
- Resource Management including provision of manpower.
Execution and Coordination:
- Oversee the daytoday execution of turnaround activities, ensuring compliance with safety, quality, and environmental standards.
- Coordinate with contractors, vendors, and internal teams to manage resources and ensure timely completion of tasks.
- Monitor and report on progress, making adjustments to plans as necessary to address any issues or delays.
Safety and Compliance:
- Ensure all turnaround activities are conducted in accordance with company health, safety, and environmental policies and procedures.
- Lead safety meetings and toolbox talks to promote a culture of safety and continuous improvement.
- Conduct safety audits and inspections to identify and mitigate risks.
Quality Assurance:
- Ensure all work is completed to the required quality standards and specifications.
- Conduct quality inspections and tests to verify compliance with project requirements.
- Address and resolve any quality issues promptly.
Communication and Reporting:
- Provide regular updates to senior management and stakeholders on turnaround progress, challenges, and achievements.
- Prepare detailed turnaround completion reports, including lessons learned and recommendations for future turnarounds.
- Foster effective communication and collaboration among all project participants.

- Degree in any discipline with
SEVEN (7) years' experiences in
inspection and related activities with minimum
FIVE (5) years in
management role, - Possess or had a previous certification of API 570 or API 510 or API 653 or CSWIP 3.2 and NDT Level II (PCN or equivalent).
