Objectives of the Position

  • To lead the HR Services Payroll & People Data team as an integral part of the People Cluster and responsible for the overall Payroll and People Data operation deliveries, by providing guidance and supervision to the team in achieving the agreed service level; creating a quality customer experience, continuously seek for operational improvements to increase efficiency and productivity of the Services and expansion of new value-adding services.
  • Assist the division head to continuously review and improve the functional strategic framework of Human Resources services to meet the changing business and HR landscape and ensure that the Payroll & People Data teams operate within the strategic framework.
  • As a member of the division leadership team, take full responsibility and accountability in contributing to the strategic direction of the division; achieving the Company and functional objectives; coaching and developing talent of the division and company.

Main Tasks

Service Organization

  • To continuously review and develop service organization strategies for the division; promote and implement these strategies for better service mind set and delightful customer experience creation.
  • To maintain a 'mutual' respect and credibility relationship with country HR, Regional HR Business Partners and other strategic stakeholders towards serving the employees as GB.
  • To understand service recipients' business needs, manage and meet service recipients' expectations and ensure satisfaction within the HRS Payroll & People Data scope & deliveries of services.
  • Manage effective relationships with the key stakeholders including country management, company HR managers and regional counter parts by conducting regular operational meetings/reviews to review the deliveries performance, seek feedback and discuss ongoing issues and improvement opportunities.
  • To enhance quality of service delivery by supporting the building of relevant capabilities / competence. This includes the active management of recruitment, development and career management of staff.

Operational Excellence & Cost Efficiency

  • To be responsible for the budget utilization. Active contribution in the manpower planning and operation planning of the division. Define, plan, recruit and manage resources of the division.
  • Manage team to ensure all deliverables in scopes are compliance with service level offering mutually agreed with the legal entities and align with internal HR Services target.
  • Accountable to set, monitor and achieve key performance indicator targets, operational level agreements and service levels to the service recipients; perform statistics analysis from the SLA Report and benchmark against the industry.
  • To manage cost of service by optimizing team resources and process simplification.
  • Drive standardization and simplification and ensure CIP improvement initiatives are contribute to the bottom line efficiency of payroll and data maintenance deliveries.
  • Continuously seek, introduce and monitor areas for improvement by acquiring and providing feedback from/to the services recipients and the team; lead team towards CIP orientation and high quality standard in all aspects of work.
  • Continuously review and implement resource strategy, providing flexibility to respond to demand variations.
  • Providing direction and assistance to resolve customers' grievances and becoming the subject matter expert for payroll and people data related issues.

Standardization & Convergence

  • To drive harmonization of internal processes within the Payroll & People Data team by providing guidance and direction
  • To anchor the concept of standard services and clarify the team services portfolio by educating service recipients and establishing clear processes and rules how to deal with non-standard requests
  • To contribute to the standardization of country processes by suggesting initiatives for standardization, analyzing potential for improvement, prioritizing initiatives according to their potential and overseeing successful implementation of those initiatives
  • To ensure that BSSCKL becomes a model company for the region by adhering to the corporate requirements, standards and processes
  • To review and organize challenging tasks/assignments for team to improve efficiency and with strong focus on customers' needs.
  • Drive including assist and support Service Delivery Unit Head in the implementation of various global & regional Payroll & People Data initiatives
  • Ensure division is compliant to the SOA, ISO and any other internal & external audit and certification requirement.
  • Operate HR operations consistently with compliant to country/ company rules (statutory and non-statutory) and management standards with good understanding of these laws, regulations, company policies and employment guidelines.

Requirements

​​​​​​​

Education:

Tertiary education preferably graduate in Human Resource Management

Working Experience:

  • Minimum 10 years of managerial experience with at least 8 years' HR Administration experience
  • Demonstrated success in leading and managing a complex work group of about 20-30 people.
  • Experience and familiar working with a world-class HR system (SAP, Oracle, PeopleSoft).
  • Experience in the initial setting up and managing operations of a shared service centre/ outsourcing.
  • With some Project Management skills.

Technical & Professional Knowledge:

  • Excellent general Human Resources skills and knowledge.
  • Excellent communication and people management/ development skills.
  • Good knowledge of Human Resources and Employment Laws in the Asia Pacific Region.
  • Functional knowledge and skills in using Microsoft applications, i.e. Words, Excel, PowerPoint.
  • Fluent in speaking and written English. Knowledge of any other Asian languages is advantageous
