Execution of Quality Assurance Review:

  • Assess the level of conformance of the Internal Audit activities with the BNM's guidelines, the Global Internal Audit Standards (GIAS), Internal Audit Charter, Internal Audit Manual, and Internal Audit Programmes.
  • Assist the Head of Quality Assurance, Governance & CoE in harmonization of GIAS requirements in the internal audit activities.
  • Develop and implement a quality assurance and improvement program, which includes internal and external assessment of internal audit function for continuous improvement.
  • Assist in the implementation of good governance for the internal audit function.

Responsibilities:

  • Assist in preparation of Annual Quality Assurance Review (QAR) Plan for approval by the Board Audit Committee.
  • Plan, perform, and lead QAR assignments ensuring timely completion.
  • Review internal audit activities to assess effectiveness and adequacy of internal controls and ascertain compliance with audit procedures.
  • Review completed audit assignments to ensure they are complete and documented in accordance with the Audit Manual and GIAS requirements.
  • Attend exit discussions with internal auditors and prepare draft audit reports.
  • Submit draft audit reports for vetting and issue final reports within stipulated timelines.
  • Monitor and follow-up on all QAR observations and Area for Improvement (AFI), validating closure of audit findings/AFI.
  • Review and update the Internal Audit Charter, Audit Manual, and QAR Methodology to ensure current and relevant guidance.
  • Enhance internal audit procedures for effective and efficient functioning.
  • Assess whether internal audit activities comply with GIAS, BNM guidelines, and the Group's policies.
  • Implement harmonization of GIAS into internal audit activities.
  • Undertake ad-hoc assignments as directed.
  • Assist in training, coaching, and motivating the team, including arranging training courses.
  • Perform security administration for AMS, including user-level security management.
  • Plan and coordinate UAT for AMS updates and analyze test results.
  • Coordinate engagement of a qualified external reviewer for external quality assurance review.
  • Manage meeting papers for circulation to the RHB Bank Management Audit Committee.
  • Minute the proceedings of the RHB Bank MAC meetings.

Requirements:

  • Bachelor Degree (or higher) in Finance, Accounting, or relevant discipline.
  • Minimum 8 years' experience in audit, compliance, risk management, and quality assurance in the banking industry, with at least 5 years in a Senior Audit Quality Assurance role.
  • Experience in developing risk assessment frameworks, audit programs, and methodologies.
  • Experience with specialized IT applications for auditing.
  • In-depth understanding of BNM guidelines, banking regulations, and Internal Audit Standards.
  • Strong analytical skills, meticulousness, and good interpersonal and communication skills.
  • Audit report writing skills.
