Job Description

• Resident Mechanical Engineer to report to the Lead Project Manager and will provide feedback to the Client's Construction Manager.
• Resident Engineer (RE) to be on site to assist the Client's Construction Manager (CM) and General Contractor (GC) on construction of the projects in a timely manner.
• Conduct daily site walks to review progress, general quality of works, raise quality observations and provide updates to the project team.
• Review the agreed Inspection and Test Plan which will be developed by the GC and provided to the RE. Direction on quality and design to be directly through the CM.
• Attend Project meetings, and set up ad-hoc meeting with the GC/Design Consultants and any other project related stakeholders.
• Inspection of trenches, pits, voids and other services prior to closure. Offsite fabrication of CHW/ ducting, etc. to also be inspected as per the agreed Inspection and Test Plan as issued to the GC.
• Attend all witness testing including all L2 – L5 Cx testing.
• Provide Weekly Reports on the site progress including but not limited to, metrics on mock-ups / benchmarks, RFIs, Technical.
• Conduct Equipment Installation reviews to ensure all equipment are installed as per approved shop drawings and technical specifications. Prepare Installation Inspection Report (IIR) highlighting any non-conformance. Follow up with contractor for rectification and close-out.
• Issue Non-Conformance report (NCR) to GC with information to CM where contractor is not complying with project contract drawings, approved shop drawings and specification. Follow up the timely closure of NCRs with the contractor.
• The report shall also highlight any critical risks on the construction schedule.
• Monitor GC's construction activities and log activities in a weekly report.
• Verify all work in place confirms to contract documents. Verify and input discrepancies found into Procore and note in the weekly report.
• Perform visual observations of Fire Suppression Systems (FLS), FLS devices to be defect or damage-free and shall not be obstructed by any object to ensure maximum coverage.
• Verify As-Built drawings have been created, regularly updated, and uploaded into Procore by the GC. Verify BIM model has been created, regularly updated, and uploaded into Procore by the GC.
• Attend Owner, Architect, and Contractor (OAC) weekly meetings. One CMS representative must physically attend meetings, other representatives may attend physically or virtually.
• In coordination with the GC's QC Plan, attend and provide input to meetings.
• Continuous management of Procore. Verify the following information is up to date and correct.
• Assess GC means and methods for compliance with the most stringent requirement of applicable global, national, and local standards, and immediately notify Client of any deficiencies.
• Evaluate the proper levels of protection during construction for equipment and systems and GC maintains Client's minimum standards outlined in the Equipment Protection Plan.
• Evaluate that the final installed product has been installed, checked inspected, and signed off, in order to proceed into commissioning.
• Record each and every defect/issue found as an Observation on Procore. Provide additional oversight in confirming that observations/issues are being updated appropriately, prioritized, and push for issue closure.
• Communicate safety observations to GCs daily and engage constantly to ensure issues are addressed and closed. Record these findings on Procore.
• Participate in GCs incident investigation and ensure that root cause is established and addressed with effective control measures.
• Attend GCs safety committee meetings.
• Monitor and ensure that the General Contractor and Client's separate contractors on site ("Separate Contractors"), along with the base building and site developer (if any), and any suppliers of Owner Furnished Contractor Installed ("OFCI") equipment and other members of the Project Team are coordinated. Prevent scheduling issues and interference among the Project Team.
• Vendor will assist the Project Team and OFCI vendors to properly plan for and carry out the Commissioning Phase of the Project, including causing adequate offsite and on-site testing to be completed and documented in time for the Handover to Commissioning Milestone. Vendor will ensure that all files and start-up and testing documents are available on site for the Amazon and third party commissioning teams. Vendor will attend the morning and evening sessions of testing and will work with the General Contractor, Separate Contractors, the OFCI vendors to address and resolve daily issues raised on the Commissioning Issues Log during integrated system testing. Notwithstanding the foregoing, Vendor does not have the authority to sign off on the satisfaction of any commissioning test.

Qualifications

• Degree qualifications in Mechanical Engineering.
• Minimum 10 years' experience with hi-technology manufacturing, industrial, and project management in major mega projects internationally.
• Experience and knowledge of all the main project management concepts, tools and techniques.
• Experience in managing contractors in pre and post contract stages and managing tendering process will be preferred.
• Experience of leading project management commissions for medium to large sized general construction projects of medium to large complexity.
• Demonstrated ability to work in a fast paced and high-pressure environment, to meet often tight deadlines, and to work pro-actively as part of a committed team.
• Working knowledge of MS Project and MS Office suite of products.
• Fluent in spoken and written English.
