This position is responsible for leading the management and oversight of an effective regulatory compliance program for American Express Global Network Services (GNS) Business in Indonesia, Malaysia, the broader APAC region, as well as be the Data Privacy Officer for Malaysia.

American Express GNS Business delivers business growth through the licensing of card issuing and merchant acquiring to external financial institutions who are subject to the American Express GNS Business Operational Policies and applicable compliance risk management programs.

Reporting to the Vice President of GNS Compliance for EMEA and APAC, the Compliance Manager will be responsible for managing regulatory relationships, providing Compliance oversight for all applicable regulatory requirements, and execution of associated Compliance program activities.

Responsibilities

  1. Lead the GNS Second Line Compliance Program including the Market Compliance Officer for the local GNS Business in Indonesia, Malaysia, and the broader APAC region as required and the PT AEI Board.
  2. Leads strong engagement and working relationships with Bank Indonesia (BI)/ Bank Negara Malaysia (BNM) and other regulators in the region. Ensures timely and accurate responses to regulatory exams, regulatory enquiries and preparation of business partners for regulatory visits and meetings.
  3. Lead Data Privacy Officer for Malaysia, informing and advising the legal entities and their employees to ensure that the processing of the legal entities is compliant with the applicable Privacy regulations as well as internal policies relating to privacy and data protection risk management, ensure training and awareness of Privacy regulations.
  4. Provides regulatory compliance support to first line teams.
  5. Responsible for ensuring that regulatory compliance risks relating to the Global Network legal entity(s) are adequately identified, assessed, monitored, and controlled.
  6. Provides compliance guidance on regulatory compliance initiatives and reports on the status of the Compliance Risk Management program.
  7. Supports regulatory reporting submissions for the APAC region.
  8. Maintains working knowledge of applicable laws, regulations, and Company policies to identify the Company's legal obligations based on guidance from the General Counsel Organization.
In the delivery of the above, the role maintains active relationships and coordinates activities with several critical functions, such as American Express Global Network Services Business, General Counsel, Control Management, Global Financial Crimes Compliance, Global Privacy and Internal Audit Group.

Requirements

  1. Proven experience in managing regulatory interactions and relationships, preferably with BI/BNM, is required.
  2. Experienced people leader at a financial services or highly regulated company.
  3. Understanding of regulations with a focus on payments systems and networks in Indonesia, Malaysia, and the broader APAC region, preferred, and privacy in Malaysia, required.
  4. Strong leadership skills to effectively engage and manage senior stakeholders as a trusted and independent advisor.
  5. Self-motivated, energetic team player with proven ability to work effectively in a matrix organization and across international markets with all levels of management.
  6. Experience in risk-based decision making, issue resolution and consensus building skills to support a world-class compliance program.
  7. Proven ability to engage effectively with business teams in assessing change management initiatives, integrating business strategy with Compliance risk management methodologies.
  8. Clear and concise communication, clearly articulating rationale for Compliance risk assessment– at an overall program level or for tactical/ day to day decision making.
  9. Fluent in Bahasa Malaysia, and English.
