The Base /Line Maintenance Manager STAM is the person having overall responsibility on base /line maintenance activities conducted at the maintenance facilities in Malaysia, and reports to Accountable Manager STAM. For any EASA matter, the Manager reports to Accountable & Base Maintenance Manager EASA.

Responsibilities:

  • Set up and develop the scope of work, processes and procedures for base /line maintenance by ensuring compliance with any CAA requirements.
  • Ensure that no work is engaged which is outside the rating and classes defined in the "Scope of Work" of Skyways Technics Aircraft Maintenance.
  • Ensure that base/ line maintenance works are performed and certified in accordance with applicable regulations, manufacturers' instructions and any approved MOE, and standards are complied with when conducting base maintenance.
  • Ensure that any external work raised during base/line maintenance for external contracted/subcontracted organisations are correctly detailed in a work order/contract and that the requirements of the contract/work order are fulfilled and provide feedback to the Compliance Monitoring & Safety Manager about the services provided by contracted organisations and subcontractors.
  • Implement of the safety policy and human factors issues in base / line maintenance.
  • Ensure availability of appropriate facilities and working environment to the planned work.
  • Develop an appropriate production planning system working with common work card system to the amount and complexity of the base maintenance scope of work and supplying the necessary technical documents for customers and storage of the Skyways' technical records.
  • Ensure availability of sufficient competent personnel to plan, perform, supervise, inspect and certify the base /line maintenance work being performed.
  • Perform competence assessment of all base / line maintenance personnel by coordinating with Training Coordinator.
  • Ensure availability of all necessary maintenance data, tools/ground support equipment, components and materials as required by maintenance data for the planned base /line maintenance works.
  • Record and notify any inaccurate, incomplete or ambiguous procedure, practice information or maintenance instruction contained in the maintenance data used by base/ line maintenance personnel to the author of maintenance data.
  • Notify the Accountable Manager whenever deficiencies emerge from base /line maintenance works which require his attention in respect of finance and the acceptability of standards (Accountable Manager and Compliance Monitoring & Safety Manager to be officially informed of any lack of 25% of available man-hours over a calendar month).
  • Respond to maintenance accident/incident/error reports occurred in the base maintenance area.
  • Respond to compliance monitoring findings raised from independent compliance monitoring audits in the base maintenance area.
  • Undertake the necessary corrective and preventive action resulting from the quality compliance monitoring and audit programmed, including the timely reply to Quality Assurance Audit Report (NCR).
  • Ensure there is an effective method of handover for the continuation or completion of tasks to communicate information between outgoing and incoming personnel.
  • Ensure that relevant personnel protective equipment (PPE) is made available to all production staff and ensure that staff use the PPE where relevant.
  • Implement all related AS 9110 and/or AS 9120 Quality Management Systems not limited to, SOPs, Policies, Objectives, Manuals, guidelines and support the internal and external audits when required to maintain an effective QMS.

Qualification requirements:

  • Part-66 Licensed Aircraft Technician or relevant aviation engineering degree.
  • Comprehensive knowledge on Part-145, for associated and National Requirements.
  • Aviation legislation training including EASA Part-145 and any associated requirements.

Working experience requirements:

  • Practical experience and expertise in the application of aviation safety standards and safe maintenance practices.
  • 5 years of relevant experience in aircraft maintenance environment.
  • 2 years of relevant administrative functions.
  • Working knowledge of a relevant sample of aircraft types/components maintained, demonstrated by training course or by an assessment performed by EASA.
  • Managing staff / teams.
