Job Title: Manager, Cost Management

Function: Projects & Construction, and Asset Management

Reports to: Associate Director, Asset Management APAC

**REQUIREMENTS**:

- Minimum 7 years working experience.
- Degree in the field of Quantity Surveying, Cost Management, or construction
- Ability to work directly with Senior Management and manage within a matrix organization.
- Strong analytical and quantitative skills with ability to support assumptions of final analysis share ideas and influence senior management by quantitative analysis and/ or facts.
- Proven stakeholder management & relationship building capabilities.
- Experienced with fast-paced large volume, dynamic, complex, international operations.
- Excellent communication skills (written & oral).
- Ability to read and write Chinese, as our HQ is based in Beijing.
- Extensive knowledge of financial systems and interdependencies.
- Experience working in Data centres would be an added advantage.
- Ability to travel for short business trip within Malaysia and Singapore

**RESPONSIBILITIES**:

- Prepare CAPEX budgets and monitor CAPEX spending variance and PPV analysis.
- Track changes to the design and/or construction work and adjust budget projections accordingly.
- Provide forecasts and cash flow analysis.
- Prepare procurement and cost reports.
- Preparing feasibility studies or development proposal
- Support the coordination of the Change Management process for the project.
- Price/forecast the cost of the different materials needed for the project.
- Benchmark construction costs across regions
- Interfacing with Finance department on construction financing and cashflow
- Monitor all value flow process in the company. Handle correspondence with subsidiaries/vendors on costing issues in order to ensure efficient handling of these matters.
- Calculates and validates the incurred costs of materials, contracts and labour, and prepares accruals supported by appropriate documentation.
- Actively participate in determining global Costing direction and strategy. Drive and communicate global Costing objectives in the respective country and throughout the organization.
- Proactively identifying and capitalizing on cost savings opportunities and ensuring price/value optimization.
- Managing the procurement and tendering process
- Prepare tender documents, tender evaluation report, variation agreements and payment term.
- Prepare contract documentation relating to tender acceptance and contract execution.
- Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
- Evaluate and analyse fee proposals / bids and provide recommendation for decision making.
- Valuing construction work for interim payments, valuing change, assessing, or compiling claims for loss and expense and agreeing final accounts
- Managing and analyzing project risks.
- Provide cost information to support decision and alternative selection.
- Build intricate spreadsheets to enable fast and accurate data manipulation of large data sets
- Negotiating with interested parties
- Maintain effectiveness of the ISO9001, ISO14001 & ISO45001 Quality Environment, Health and Safety Management System
- Other duties as and when necessary, associated with the role.

**Salary**: RM9,000.00 - RM13,000.00 per month
