Project Procurement Planner

JOB PURPOSE - Establish and Execute project planning and scheduling deliverables and activities for Project Planning Team in order to achieve project results. - Develop and monitor project planning deliverables and activities for Project Planning Team towards making effective direction to achieve project results. RESPONSIBILITIES - Establish and Execute o Project Planning Package. Project Planning Package will be including the Project Schedule (Level 3), the Progress Measurement, Resource Loading, Critical Path Networks and etc. o Planning Methodologies & Procedure for use within the projects and contractors and provide necessary support and services pertaining project status and review planning & progress control activities. o Project schedule including all the milestones and aspect as stipulated under contract and cascade the requirement in the establishment of subcontract. o Project Planning Package (Level 1- Level 3) to support bid and tenders o submission. Project Planning Package will be including the Project Schedule, the Progress Measurements, Resource Loading, Risk Assessment, Cash flows and etc.. - Develop and monitor Project Schedule Monitoring process and consult appropriate control measures to ensure all project milestones meet contractual obligations including establishment of the Tools and Methodologies required to Administrate, Execute, Monitor and Deliver all planning deliverables. - Develop and monitor the Tracking and monitoring of work progress based on project monitoring process and monitoring of all schedules/planning input provided by PMT (breaking down into various component tasks, operations & activities) and integrate into the master schedule. - Establish and execute Schedule performance and variance assessment and to support all the Change Management exercise - Develop and monitor the performance Assessment through establishment of Schedule Monitoring of Production Key Performance Indicators (Productivity). The Performance result will indicate and provide clear visualization to the execution Team, Management and Stakeholders on the required control measure to restore project achievement in order to deliver on time. - Develop and establish a) all reports in relation to projects progress. Ensuring that the project reporting is carried out in such a manner as to accurately reflect the current status of projects, and those necessary plans and reports are prepared for submission to the relevant stakeholders. b) weekly, monthly, quarterly reports for Project team and management decision making c) Project Close Out Reports (Technical) - Develop and monitor Project Performance Data Tracking Database to support the production of MMHE standard Performance Profile. - Understanding of cost estimating and budgeting functions in cost budgeting, cost monitoring, cost reporting, cost performance, cost analysis & forecasting, cost risk including validation of cost estimates (client & Contractors), time-cost trade off, project cost baselining and communicating the budget. - Understanding of project contract functions in the formation of pre contracts & subcontracts, administration of post contracts & subcontracts, management of change/variations with the client, subcontractors & any other stakeholders including contracts & subcontracts risk. REQUIREMENT - Degree in Engineering/Any equivalent Field - Experience in Project Control /Project Management of Heavy Engineering projects (EPCIC/EPCC/EPCI/EPC/ePC/epC)
