**Job Overview/Summary**: The Malaysia Finance Manager supports the Senior Finance Manager in ensuring the effective fiscal management of RSC Asia (Malaysia) in compliance with applicable donor regulations, especially US State Department, and IRC policies and procedures. The Finance Manager also oversees the day-to-day operations of the RSC Asia (Malaysia) Finance Unit and assists in building the financial management skills and capacities of the team.

**Major Responsibilities**:
**Enterprise Resource Planning System (Integra) General Ledger Processing**:

- Responsible for leading the payment process for Bank transactions.
- Ensure completeness of payment documents in compliance to IRC and Donor policies and procedures.
- Ensure compliance of internal control procedures for all bank disbursements, receipts, and transfers.
- Review payment support documentation, Purchase Requests, Bid Analyses, invoices, delivery notes, product receipts etc. for accuracy and completeness.
- Review and approve Invoice Journals and Payment Journals in Integra Workflow.
- Prepare Integra DynAd (Excel worksheet) for bulk payments, adjustment entries and accrual.
- Create and submit journals for bank fees and bank interests.
- Ensure that supporting documents are uploaded to Integra or stored in relevant box folder.
- Review bank reconciliation and post any adjustment entries.
- Prepare and post any accruals journals.
- Support Senior Finance Manager in closing month end and fiscal year end in timely manner, including creating all relevant journals.
- Participate and review the monthly/annual inventory physical checks.
- Work with supply chain and program for regular reconciliation of inventory balances and accurate recording of inventories purchased and distributed

**Balance Sheet Accounts**:

- Perform the reconciliation of all RSC Asia (Malaysia) balance sheet accounts (in original currency and USD) on a timely basis each month
- Bring differences or discrepancies to the attention of Senior Finance Manager and Head of RSC Malaysia Office and ensure that appropriate action is taken to resolve these

**Budgeting and Reporting**:

- Prepare the Budget versus Actual report to be sent and reviewed with the staff on a monthly basis to ensure maximum utilization of budgeted amounts and to provide recommendations and feedback on spending as required
- Update the grant spending plan from program and operations departments on a monthly basis to ensure that grant will be fully spent and utilized according to the original approved budget by its end date
- Prepare, revise, and maintain RSC Asia (Malaysia) operating FY budget

**Procurement Accounting**:

- Supervise and perform the review of procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
- Maintain a system for tracking commitments and outstanding contract amounts
- Ensure that commitments are considered prior to Purchase Request approval processing

**Cash/Bank - Processing**:

- Supervise all bank and cash transaction processing
- Ensure that internal control procedures are followed for all cash disbursements, receipts, and transfers
- Liaise with bank officials to resolve problems or facilitate improved service

**Cash Forecasting**:

- Prepare cash forecasts, Cash Transfer Request (“CTR”) and Letter of Credit (“LOC”) requests of USG grants for the RSC Asia (Malaysia) operation
- Create CTR Invoice Journal in Integra to request funds from HQ
- Monitor cash usage and cash requirements for the RSC Asia (Malaysia) operation as appropriate
- Work with the Operations and Program staff to develop realistic cash forecasts

**Internal Control**:

- Review and monitor compliance with established policies and procedures
- Prepare written reports for review by the Head of RSC Malaysia Office and Regional Finance Director - Asia identifying key issues and recommendations for improving control processes or procedures
- Perform internal audit activities as required, including review of controls and policy compliance of all units in RSC Asia (Malaysia)
