**Overview**:
This position is in charge of formulation of procurement strategy, preparation of tender documentations, preparation of cost report and plans, administration of tender process, and submission of tender recommendation reports. The incumbent also takes charge of pre and post contract processes.

**Responsibilities**:

- Oversee the quantity and budget estimation from tender stage, and inception through to completion; highlighting to management any variation with practical solutions.
- Provide advisory support in contractual matters in all construction stages to ensure work progress is aligned with the contract and resolving any construction dispute arises.
- Guide subordinates in costing and financial matters while providing sound advice to project team when necessary. Review of variation request; assess the associated variation cost, review progress claims validity and ensure that final accounts are prepared on time.
- Involve in sub-contractor tender process, evaluate sub-contractors bid and analyse costing before recommendation to award jobs to sub-contractors
- Review work done certificate to sub-contractors in accordance to work certified by consultant and ensure work done certificate is tally with done at site.
- Manage final payment valuation, defect matters, extension of time and review submission of loss and expense claim.
- Attend site visit and site meeting to provide insights on costing and financial matters, and to ensure project progress are on track to minimize deviation and unnecessary cost.
- Work closely with all stakeholders to ensure project progress is on track.
- Responsible for generating procurement schedule. Assist in coordination of procurement.
- Liaising with Consultant on the sample submission and approval status.
- Follow up on the Progress Certificate from Architect and other Consultant.

**Requirements/ Skills/ Qualification/ Knowledge**

**Academic Level**:

- Degree in Quantity Surveying/Building Construction or its equivalent

**Knowledge & Job specific Skills**:

- At least 5 years working experience in Pre & Post contract administration and Quantity Surveying
- Strong analytical skill in costing
- Well organized, ability to lead a team.
- Ability to work under tight timeline and multi-tasking
- Strong oral and written communication skills
- Computer Skills required : Microsoft Office and Microsoft Project, Autocad
- Language required : Bahasa Malaysia, English, Mandarin
