Job Description (Roles and Responsibilities)

**Main purpose of job**:
The Consular Section in the British High Commission Kuala Lumpur is part of a global network providing a wide range of consular assistance and services to British people in Malaysia and Brunei. This is provided in line with the Foreign, Commonwealth and Development Office’s (FCDO) published Consular Guidance and Customer Charter, Consular Services Strategy, local procedures, guidance and performance standards. Consular Officers have the opportunity to make a direct difference to people’s lives in challenging circumstances.

The Pro Consul will work as part of a Consular Team of 4 staff in the delivery of the day to day operations and assistance to British Nationals in Malaysia and Brunei.

The Pro Consul has the opportunity to make a direct difference to the lives of British Nationals, often in difficult and challenging circumstances. The job requires dealing with a wide variety of assistance casework, including following deaths, hospitalisation and in helping people to return to the UK. You will also be involved in responding to crises and other stressful events. Visits to prisons, hospitals and mortuaries, will be required.

**Roles and responsibilities / what will the jobholder be expected to achieve?**:
**_ Consular Assistance:_**
- Provide support to British Nationals in Malaysia and Brunei, under guidance from the Vice-Consul, including visiting prisoners; dealing with deaths; hospitalisations; victims of crime; and victims of rape or sexual assault;
- Manage customer bookings using an automated booking system;
- Issuing Emergency Travel Documents;
- Providing documentary services as required, including taking appropriate fees;
- Maintain timely and accurate records using FCDO’s consular case management system.

**_ Communication, Outreach and Prevention:_**
- Support in the delivery of plans to reduce preventable consular incidents in Malaysia and Brunei, carrying out prevention work with the Vice Consul;
- Contribute to pro-active outreach in Malaysia and Brunei and communication with key external stakeholders, including building partnerships with local authorities, British Groups, the travel industry, other government organisations and likeminded Embassies. This may include accompany the Vice Consul on Consular outreach visits and providing logístical and administrative support;
- Assist in ensuring publicly available information on gov.uk is accurate and up-dated regularly.

**_ Crisis_**
- As part of the whole of mission approach, you will be expected to play an active role in the High Commission’s crisis preparedness, including contributing the High Commission’s Crisis Management Plan and being a member of the Consular Crisis Team in the event of a major incident, leading on field deployment and any required training for non-consular staff.

**Provide cover for the Vice Consul and team colleagues when necessary**

Essential qualifications, skills and experience
- Excellent in written formal English and Malay;
- Flexible, resilient, patient and able to deal with difficult situations, including working unsocial hours in an emergency or crisis;
- Ability to travel within Malaysia and Brunei, sometimes are short notice;
- Excellent interpersonal skills, ability to work collaboratively with colleagues in the region and the UK as well as the public;
- Strong IT skills (Outlook, PowerPoint, Word, Excel and Teams);
- Good self-management and organisational skills with an ability to work under pressure in challenging, stressful situations, demonstrating a high level of personal resilience;
- Experience of displaying a high level of discretion.

**Language requirements**:
Language: English and Malay

Level of language required: Fluency in spoken and written English and Malay

Desirable qualifications, skills and experience
- Experience of living in or understanding of the United Kingdom and British culture;
- Previous experience in a customer facing role and an ability to respond to a wide range of customer needs;
- Previous experience in consular services or welfare/charitable/support organisation would be an advantage;
Fluency in an additional local language
