**JOB PURPOSE**

**The Senior Executive, Procurement Governance** is part of Risk & Integrity team to ensure the governance of multiple EPC, EPCC, EPCM projects, including “Run and Maintain” refinery operations to assure policy and procedure are complied, also providing proactive approaches to monitor enterprise risk & procurement execution, (e.g. tender processes)

This position plays a crucial role in helping maintain our legal and ethical conduct throughout the procurement processes and operations. The primary responsibilities involve proactively monitoring adherence to the various procurement standards and guidelines applicable to the company

**PRINCIPLE ACCOUNTABILITIES**

Governance, Strategy & Planning
- Create, maintain, communicate and implement procurement governance processes and policies.

Execute and control tendering processes, governance and provide assurance assistance for Risk & Integrity Manager
- Identify continuous improvement opportunities of the proactive compliance monitoring, procurement governance and tendering processes and activities
- Support Risk & Integrity Manager to develop and implement the risk awareness program and risk & integrity related trainings (including but not limited to training logistic arrangement and delivery) to drive the culture and practice of risk, integrity, compliance and ethical standards in the conduct throughout HRC and to support proactive monitoring of compliance with those requirements and applicable standards

Business Partnering
- Monitor compliance and provide guidance to internal stakeholders, such as procurement team members, business stakeholders and support functions on the matters pertaining to the tender process

Manage communication among various stakeholders to ensure smooth tendering process

**Compliance Operation**
Issue Request for Proposal (RFP)’s, Invitation to Tender (ITT), hold bid open sessions
- Facilitate the weekly Local Tender Panel meeting
- Manage and monitor the action items discussed during LTP. Prepare minutes of meeting as the tender secretariat of the weekly LTP meeting
- Prepare procurement governance and tender reports
- Provide the procurement team with guidance during procurement processes and state of compliance reporting
- Ensure all records and governance activities are reviewed, well documented and communicated.

**Compliance & Risk Management**
Ensure Contract, Procurement, Processes Manual (CPPM), terms of reference, approval matrix and all internal requirements are being followed and complied with

Anticipate changes in the internal and external environment and revise the monitoring, controls, testing and enforcement program to suit these changes

Ensures that the deliverables are received in accordance with the terms and conditions of the agreement, and that contract issues are dealt with appropriately

Support post contract evaluation of determining how HRC benefited from the contract, if all the deliverables were met, how well the contractor performed the contract, and how well each team member performed their role and lessons learned

Support Risk & Integrity Manager in analyzing the data arising from Audit and Compliance Reviews to identify hot spots

Perform any other duties assigned by Risk & Integrity Manager

**Effective Linkages with Group of HengYuan**
Engage with relevant colleagues within the Malaysia HengYuan to understand and adopt industry best practices in executing risk & integrity program when best fits HRC interestUnder the supervision and guidance of Risk & Integrity Manager to ensure a smooth communication within Malaysia HengYuan Group and adaption of regional legal, risk & compliance-related blueprint

**KEY CHALLENGES**
Responsible for tendering process in accordance with company procedures ensuring that all activities are auditable and traceable.Ability to deliver in a high-pressure working environment with mínimal supervision. Maintain excellent working relationships with internal and external stakeholders including vendors, and supply chain representatives necessary to enhance project delivery and avoid risk of commercial exposure to HRC.

**EDUCATION**
Diploma in Supply Chain, Business Management or other applicable field, additional 5-7 years of working experience or; Bachelor’s in Business, Law, Engineering, Supply Chain or other applicable field; however any additional 3 years of experience in lieu of a degree is acceptable

**YEAR OF EXPERIENCE REQUIRED**
5 years (or more) of purchasing experience, including soliciting, negotiating, drafting, formulating and administering purchase orders is preferredWork experience in the Oil & Gas industry which demonstrate an understanding of and exposure to key or procurement concepts and principles is preferred

**JOB KNOWLEDGE, SKILLS & COMPETENCY**
Ability to identify the need and describing the project objectives, in measurable terms. Understanding the activities required in order to proceed to a procurement mode.
