Strategic Business Controller

A strategic business controller plays a vital role in steering the financial direction of a developer and construction company. This position demands expertise in financial management, risk assessment, and regulatory compliance. The role requires high-level decision-making skills to ensure optimal financial performance and sustainable growth.

Key Responsibilities:

  1. Develop and implement financial strategies to drive business growth and project development.
  2. Prepare and analyze financial forecasts, budgets, and cash flow projections for existing and upcoming projects.
  3. Conduct feasibility studies and financial modeling for land acquisition, property development, and construction projects.
  4. Ensure alignment of financial planning with the company's long-term business objectives.
  5. Oversee project financing, funding arrangements, and related transactions.
  6. Implement robust internal controls to prevent financial mismanagement, irregularities, and non-compliance.
  7. Ensure effective tax planning and compliance with relevant Malaysian tax laws.

Treasury Management & Cash Flow Optimization

  1. Monitor cash flow and liquidity to ensure adequate working capital for operations.
  2. Negotiate favorable banking relationships and financing options for projects.
  3. Manage progress payments, retention sums, and claims from clients and contractors.

Risk Management & Compliance

  1. Ensure compliance with Bursa Malaysia listing requirements (if applicable), Securities Commission guidelines, and other relevant regulations.
  2. Guarantee adherence to Malaysian financial reporting standards (MFRS/IFRS).
  3. Conduct thorough risk assessments for project financing, contracts, and investment decisions.
  4. Ensure compliance with LHDN, CIDB, EPF, SOCSO, EIS, and HRDF regulations.
  5. Prepare and present financial reports, profit & loss statements, and balance sheets to management and stakeholders.
  6. Ensure compliance with Bursa Malaysia's reporting and disclosure requirements.
  7. Liaise with external auditors, tax consultants, and regulatory authorities.
  8. Provide quarterly and annual financial reports as required by Bursa Malaysia and Securities Commission Malaysia.

Procurement Oversight & Cost Control

  1. Collaborate closely with the procurement and project teams to manage material and contractor costs.
  2. Monitor tender pricing, contract terms, and variations to ensure cost-effectiveness.
  3. Evaluate subcontractors and suppliers based on financial considerations.

Business Development & Investment Analysis

  1. Assess potential land acquisitions, mergers, and partnerships from a financial viewpoint.
  2. Offer insightful financial guidance for property sales, pricing strategies, and market trends.
  3. Support decision-making for new investments and diversification opportunities.

Leadership & Stakeholder Engagement

  1. Lead and mentor the finance, accounts, and administration teams.
  2. Work closely with the CEO, board of directors, project managers, and bankers.
  3. Engage with investors, Bursa Malaysia regulators, Securities Commission, and government agencies on financial matters.

Key Qualifications:

  1. Familiarity with Bursa Malaysia listing requirements and corporate governance guidelines.
  2. Profound understanding of property development and construction financial models.
  3. Knowledge of construction project financing, loans, and banking facilities.
  4. Expertise in Malaysian tax laws, CIDB, and statutory financial requirements.
  5. Experience in managing project costs, tenders, and contract finances.
  6. Strong leadership abilities and cross-functional team collaboration.
  7. Excellent negotiation and stakeholder management skills.
  8. Proficient communication skills in English, Bahasa Malaysia, and Mandarin.
