The International Institute for Justice and the Rule of Law (IIJ) is a multinational organization focused on building capacity among justice practitioners to counter terrorism, violent extremism, and transnational crime. The IIJ designs and delivers tailored training and capacity-building programs that address contemporary threats in a practical, effective, and collaborative manner.

As part of its core priority areas, the IIJ supports criminal justice practitioners and stakeholders to counter terrorist financing more effectively through a systematic approach. This initiative aims to strengthen institutional capacities in Southeast Asia to reduce illicit financial flows and decrease the risks linked to terrorism financing.

The project focuses on three pillars:

  • Developing Counter-Terrorism Academic Curriculum Courses on Financial Crimes and Investigations;
  • Thematic regional workshops on high-priority issues for participating countries;
  • Creating a good practice manual tailored to the needs of CFT practitioners in Southeast Asia.

This position requires an expert consultant to support the development of a Good Practices Manual on Establishing Effective Public-Private Cooperation in Countering the Financing of Terrorism. The goal is to equip CFT practitioners and policymakers from Southeast Asia with a reference on good practices for public-private cooperation.

The manual will incorporate findings and recommendations from two Expert Group Meetings, desk research, outcomes of regional workshops, and individual consultations with state authorities and partners. To start the development, the IIJ team will engage a consultant to complete preliminary research, gaps assessment, initial consultations, and problem statement.

Specific key tasks and deliverables include:

  • Desk research on existing challenges in public-private cooperation in CFT in Southeast Asia;
  • Attendance at the IIJ Regional Workshop on Mitigating Terrorist Financing Risks Associated with Virtual Assets;
  • A report outlining the regional context, needs, and challenges, as well as an overview of existing tools available for Southeast Asian practitioners.

The ideal candidate should have at least 10 years' experience in CFT research, developing publications, and working internationally with CFT practitioners, policymakers, and private sector experts.
