Controlling Energy Marshall

As we continue to revolutionize the way construction projects are planned, managed, and executed, we are seeking a highly motivated and detail-oriented Site Logistics Coordinator to join our diverse and inclusive team. This role will play a crucial part in ensuring a safe and efficient work site.

**Responsibilities**:
The Energy Marshal is an assurance role that helps ensure the vendors’ and contractors’ Energy Isolation Program meets or exceeds any Microsoft safety policy requirements and is stood up by the Authorizing Energy Marshal.

As a successful Datacenter Construction Development (DCD) Controlling Energy Marshal (CEM) you oversee and assure the Authorizing Energy Marshal (AEM) and any supplemental vendor support complies with the overall Energy Isolation Program Management on a datacenter construction campus. You will be accountable to ensure all activities related to the energy isolation process is coordinated and executed across the assigned location(s) according to established policies and procedures. You must have a strong desire and capability to learn, grow, and develop new skills while empowering a culture of safety, security, and compliance in all aspect of DCD activities. Your understanding of the design and functionality of the DCD in support of Mechanical, Electrical, and Plumbing (MEP) infrastructure while acting as the technical authority for on-site operations related to a large-scale mission critical MEP system, design, and functionality is critical to success.

Responsibilities should also include:

- Acts as the single point of accountability for all Energy Isolation activities across the project. Independent authority for stopping all unsafe work practices with respect to energy isolation.
- Utilize SPS-101 Energy Isolation SPS and SPS-101 Energy Isolation Guidebook as the baseline and foundation of the Energy Isolation Program that is implemented throughout the campus and project. Communicates and provides guidance on SPS-101 Energy Isolation program documents.
- Oversees and assures the overall compliance of Microsoft’s Energy Isolation Program and establish acceptance criteria for authorizing campus Energy Isolation Plan (Commencement of Energy Isolation Activities with updates throughout the project):

- Confirms Authorizing and Performing Roles are in place.
- Ensures approval process for proposed Energy Isolation procedures is in place.
- Audits and findings to include inspections, issues, deficiencies, and best practices within the Energy Isolation Program.
- Establishes Acceptance Criteria for Authorizing Authority’s site Energy Isolation Plan.
- Ensure all entities are performing energy isolation per standardized policy and procedure.
- Report highlighting the activities and general status of the Energy Isolation Program.
- Perform regular site walks and site inspections to observe progress, review construction vs. design intent, review all benchmarking to ensure standard and quality are met, and flag potential concerns for engineering review.
- Work with the Authorizing Energy Marshal to establish an Energy Isolation Permit process.
- Ensure safe working conditions have been established by reviewing documentation (including procedures, job hazard analysis, and permits) and auditing the energy program for construction, commissioning, maintenance, and operations activities.
- Review construction drawings, specifications, design guides/standards, sequences of operation, and commissioning documents for technical compliance.
- Identify and assist in the mitigation of project risks and monitor the development and implementation of corrective action plans - manage Non-Conformance Reports and resolution.
- Participate in High-Risk Activity (HRA) planning meetings associated with Energy Isolation
- Ensure PTWs, MS & RAs are reviewed as appropriate, and all sources of energy are identified.
- Ensures SoWs, MOPs, and Scripts are reviewed, and all sources of energy are identified.
- Post-Turnover MOPs are reviewed.
- Work with construction and commissioning teams to ensure safe working conditions to properly test and validate installation, operation, and performance of MEP systems.
- Ensure process established for energy isolation verifies qualifications, training, and PPE requirements for personnel performing work.
- Review qualifications and coordinate with appropriate entities to assign Authorizing Energy Marshal and Performing Energy Isolation Coordinators.
- Coordinate with appropriate entities to delegate alternates that are qualified to assume roles during multi-shift and peak energization time frames.
