Manager, Procurement

1) Leading the thought processes around procurement challenges, developing methodologies, models and best practices to leverage sourcing and procurement for their strategic advantage.

2) Plan, direct and control all activities relating to procurement, contract administration, schedules and vendor management while ensuring that established standards and targets are met.

3) Examine the pre-qualification of Vendors and Service Providers to ensure that only capable vendors (financially, technically and their management skills) are selected to participate in the project or respective tenders.

4) Engage with all relevant parties to resolve underlying sourcing / procurement related issues and conduct workshops where required.

5) Build and maintain good relationship and work closely with internal stakeholders on Procurement related matters to ensure contract review requirements and regular Vendor assessments are performed by the respective Business Contract Owners and Business Contract Managers while meeting the required standard quality.

6) Preparation of management tender strategy and Award Papers for Management / Tender Approval Committee’s approval as well as advising the Tender Approval Committee’s on all procurement or contractual matters.

7) Ensuring all procurement activities especially relating to Purchase Orders, Appointment of Contractors and Vendors complies with the procedures approved within the Procurement and Payment Policy & Procedures and Procurement Third Party Supply Policy.

8) Responsible for the review of Procurement processes and policies on a regular basis.

9) Review and continuously drive improvements in Procurement’s daily operational tasks to ensure it is done on timely basis and complies with regulatory requirements and guidelines as well as internal policies and procedures.

10) Manage and support the implementation of Procurement system.

11) Develop and deliver Procurement reports, bid proposal, requirement documentations and other Procurement related reports as and when required.

12) Coordinate and support the Third Party Risk Management Committee who is responsible for the oversight and governance over third party supplies and outsourcing activities.

13) Manage, coordinate and provide support on issues identified from audit by external auditors, GwIA & Regional SOX team for Procurement related areas.

**Job Specifications**:
**Education**
- Bachelor or Degree in any fields

**Experience**
- At least 5 years of working experience in Procurement or Third Party Risk Management. Experience in the financial services industry and audit background, such as insurance or banking will be an added advantage.

**Knowledge**
- Excellent analytical and problem-solving skills
- Strong analytical, spreadsheet and Microsoft Office skills with emphasis on Excel
- Builds relationships and collaborates effectively
- Strong communication skills (written and verbal)
- Demonstrates excellent organizational and project management skills
