Description

This is a Contract Position for 12 months via 3rd Party.

Manage the procurement activities to ensure compliance with the procurement guidelines and procedures.

Procure critical/complex/high value/major packages at competitive cost, meeting requirements, within budget, in timely manner and in compliance with the Procurement Manual to ensure cost recovery from Shareholders and MTJA.

Responsibilities
  • Conduct market survey to ascertain current market condition and establish benchmarking on the availability of resources. 
  • Develop contracting strategies, evaluation criteria and tender packages for materials and services with users to meet Company requirements. 
  • Conduct bid evaluation, facilitate technical clarifications and conclude award recommendation within target schedule to avoid disruption to Company's activities. 
  • Compile and finalize Contract documents to ensure ready for execution. 
  • Administer post-award related issues i.e. change orders, contract extension and request for additional ACV (Approved Contract Value) to ensure continuity of services. 
  • Support any procurement initiatives including e.g. process improvement and digitalization. 
  • Ensure all procurement activities are conducted in compliance to PSC, JOCA, JOA and Company's procurement procedures.

Key Competencies

  • Problem solving and strong negotiation skills in day-to-day dealings with contractors and contractual/ purchasing issue. 
  • Good interpersonal and communication skills and acceptable level of negotiation capabilities/skill contribute to the effectiveness of the job. 
  • Knowledge in commercial practices, basic contract law, and international trade practices (INCOTERMS) and other discipline relevant to contract and procurement. 
  • Possess good leadership quality, integrity, and right attitude, assertive and able to work under pressure with minimum supervision.

Major Challenges

  • The ability to meet urgent request for goods and services without risking product quality, product competitiveness and cost recovery. 
  • The ability to expedite contract awards and to procure at competitive prices in a very regulated and rigid procurement regime.
Qualifications
  • Degree holder or equivalent professional qualification in related fields. 
  • Minimum 10 years' experience in oil and gas industry especially in a Joint Operating or Production Sharing environment. 
  • Good understanding of upstream oil and gas operations 
  • Good understanding in contract form and internal trade practices. 
  • Possess good teamwork and able to work under pressure with minimum supervision 
  • Familiar with ERP Software System such as SAP/Oracle. 
  • Knowledge in Procure to Pay Software.
